Have your say on the new Cornwall Local Plan

We've started work on a new Cornwall Local Plan. A plan that will help shape where Cornwall grows, how communities develop and what infrastructure, services and environment we need over the coming decades.

This new plan will replace our current plan and guide decisions about:

Homes
Jobs
Transport
Community facilities
Climate action
Nature recovery
Much more for the next 10 years and beyond

Current stage

Before we begin developing options and policies, we're carrying out a scoping consultation to understand the issues, opportunities and priorities that matter most to Cornwall's communities.

This is the earliest stage of plan making and gives you a chance to tell us:

What challenges Cornwall faces now and in the future
What opportunities we should be making the most of
What makes your area special and what could be better
Where change is needed to create and support thriving communities
What the new Local Plan should prioritise

To understand what is working well and what could be improved, we want to hear from:

Residents
Businesses
Community organisations
Town and parish councils
Landowners
Developers
Stakeholders

We are consulting on:

The proposed scope of the Local Plan
A draft vision for Cornwall's future
How people and organisations should be involved in preparing the Local Plan
The key environmental, social and economic issues that should be cosidered as the Local Plan develops

We're holding a formal 6 week consultation on the key issues and baseline evidence between 5 October and 16 November 2026. Details and documents can be found at:

Preparing the Local Plan involves several stages:

Scoping and engagement (current stage)
Draft Local Plan consultation
Publication version of the Local Plan
Independent examination
Adoption

There will be futher chances next year to comment on more detailed proposals but giving your comment now will help us to build a better plan.
