Adult Social Care Strategy 2022-26
Our Adult Social Care Strategy for 2022-26 is made up of our:
- Maximising Independence Strategy
- Better Lives Commissioning Strategy
These should be read together.
Maximising Independence Strategy
Our Maximising Independence Strategy is our universal offer for people who use adult social care services. The main focus of this will be support for:
- older people
- people with physical disabilities and / or sensory loss
- carers

Better Lives Commissioning Strategy
Our Better Lives Commissioning Strategy is for people in Cornwall aged 18 to 64 with:
- learning disabilities
- autism
- mental health needs
It sets out six clear strategic intentions for the commissioning and delivery of support, and services. It includes adults with learning disabilities and adults with autism.

Autism Strategy 2025-30
Autism Strategy for individuals aged 16 and over is a co-designed plan. We developed it with:
- those with lived experience
- families
- professionals across health, social care, and the voluntary sector
Adult Carers Strategy 2020-25
A person is considered a carer if they provide unpaid care to someone who has needs arising from a physical or mental condition.
Our key objective is to ensure Carers can maintain their own physical, and mental health and wellbeing. This is to achieve a balance between their caring responsibilities and a life outside caring. While enabling the person they support to enjoy the best quality of life.

Information, Advice and Guidance Strategy 2025-27
Our strategy sets out our aims and ambitions for Information, Advice and Guidance offered by Cornwall Council. It enables people with care and support needs, their carers and families, to have the best possible experience and assistance when they need it.

Adult Mental Health Strategy
This strategy is for people aged over 18 years living across Cornwall and the Isles of Scilly. It particularly focuses on those who are at risk of developing a mental health problem because of their lifestyle and people who are experiencing poor mental health and wellbeing.
It places an emphasis on prevention, keeping healthy and the delivery of evidence based, specialist care for people who need it. 1 in 4 adults experience at least one mental health problem in any given year While this is an adult mental health strategy it pays particular attention to the needs of young adults who are transitioning into adult services. Supported and Specialist Housing Strategy 2023-50
This strategy covers our approach to specialist, supported and accessible homes
for:
- people at risk of homelessness, including:
- people with multiple and complex needs
- rough sleepers
- people experiencing domestic abuse
- young people (including care leavers, young parents)
- offenders
- people with drug / alcohol related needs
- refugees
- people with learning disabilities and / or autistic people
- people with serious mental health needs
- people with physical disabilities / long term conditions
- older people (people aged 55+)
