It is however, under review and will be updated in due course.The legislative framework for the management of contaminated land is provided by:Part II A of the Environmental Protection Act 1990.Contaminated Land (England) Regulations 2000.Under this framework, Cornwall Council (as an enforcing authority) has certain obligations....These are to: Inspect the district and identify any contaminated landEstablish responsibility for the remediation of contaminated landEnsure any necessary remediation takes place, either by agreement or enforcement actionDetermine liability for the cost of any remediation.What is 'contaminated' land?...Contaminated land in the UK has arisen as a result of historic industrial activities and waste disposal practices.In the past, legal controls and standards within industry were not as high as they are today.

Dimensions of deprivation
One of the primary drivers of deprivation in Cornwall is low incomes....The census has four area’s of deprivation that are compared, based on ONS selected household characteristics....Households were considered to be deprived if they met one or more of the following four dimensions of deprivation:
Employment: where any member of a household, who is not a full-time student, is either unemployed or long-term sick;
Education: no person in the household has at least five or more GCSE passes (grade A* to C or grade 4 and above) or equivalent qualifications.

Artificial light
Statutory Nuisance from Artificial Lights
Changes in legislation brought in by the Clean Neighbourhoods and Environment Act 2005 mean that the definition of nuisance has now been extended to include light as a potential statutory nuisance....There are some legally exempt sources, which include:
airports
transport facilities
goods vehicle operators
defence facilities amongst others
commercial security lights
floodlighting of 'relevant' sports facilities (but not those on domestic properties)
Whilst the Council can investigate complaints against nuisance from these types of lighting, the operators of these facilities may have a defence in the law of 'best practicable means'....Streetlights are not specifically exempt but because they are not located on a 'premise' they do not fall within the scope of the law.

History of the Definitive Map and Statement
It required Surveying Authorities (generally County Councils) to prepare maps and statements of public rights of way....Or that a route shown was not a public right of way....After incorporating these amendments, the first Definitive Map of Public Rights of Way was drawn up.

Information for people who pay for their own care
If you have more than that in assets, or in the bank, then you must pay for care you need, for yourself....If you are funding your own care, that does not mean that you cannot access some of the care opportunities and providers that others can use, just that you have to pay for it for yourself....There are a number of resources that you may find helpful when planning your own care or support.
