Have your say on the new Cornwall Local Plan

We've started work on a new Cornwall Local Plan. A plan that will help shape where Cornwall grows, how communities develop and what infrastructure, services and environment we need over the coming decades.

This new plan will replace our current plan and guide decisions about:

Homes
Jobs
Transport
Community facilities
Climate action
Nature recovery
Much more for the next 10 years and beyond

We want to hear from you

Before we begin developing options and policies, we're carrying out a scoping consultation to understand the issues, opportunities and priorities that matter most to Cornwall's communities.

This is the earliest stage of plan making and gives you a chance to tell us:

What challenges Cornwall faces now and in the future
What opportunities we should be making the most of
What makes your area special and what could be better
Where change is needed to create and support thriving communities
What the new Local Plan should prioritise

We're holding a formal 6 week consultation on the key issues and baseline evidence between 5 October and 16 November 2026. Details and documents can be found at:

Scoping consultation

What is the scoping stage?

The scoping stage helps us build a clear picture of Cornwall today and identify what the Local Plan needs to address. It will help us to:

Understand Cornwall's needs and future challenges
Identify the key issues the plan should tackle
Gather the evidence needed to support future decisions
Set the framework for sustainability and environmental assessment
Test early options for how we deal with future growth and development
Develop the priorities and direction for the new Local Plan

There will be further chances next year to comment on more detailed proposals but giving your comment now will help us to build a better plan.

Documents for consultation

In line with Regulation 20, we will be consulting on these documents:

Baseline and draft scope of the Cornwall Local Plan - Provides information about Cornwall today and identifies the broad themes and issues that the Local Plan should address. It does not include detailed policies or site allocations. These will be developed at later stages of plan preparation.
Vision - Sets out a long-term vision and strategic outcomes for Cornwall.
Draft engagement & consultation strategy - Explains how communities, organisations and stakeholders will be involved in preparing the Local Plan. This document will partly replace our current Statement of Community Involvement.
Integrated Sustainability Appraisal (ISA) Scoping Report - Identifies environmental, social and economic issues that should be considered when assessing the Local Plan and its alternatives. The ISA helps ensure that sustainability is embedded throughout the plan-making process.

Early community engagement

Between September 2025 - February 2026 we held 24 informal community drop-in events across Cornwall in partnership with Creative Kernow. These events provided opportunities for local people to discuss what they value about their communities and the changes they would like to see over the coming decades.
