The Council adopted the Preventing Homelessness and Rough Sleeping Strategy in March 2025.

Every resident should have a safe, affordable and stable place to call home. A home is essential for our health, safety and wellbeing. Housing impacts on our economic, social, and cultural opportunities. It influences access to education, employment, healthcare, and social networks. Most of our residents either have their own home, or the ability to secure one. Yet some of our residents cannot find appropriate accommodation.
Affordability and availability of homes has been a concern in Cornwall for some time. This is worse since the pandemic. The cost-of-living crisis has added to the situation. This has meant a significant increase in homelessness. A collaborative partnership approach is fundamental to being able to tackle homelessness. We have developed this strategy with our partners. We listened to people and reviewed our data and services.
Working together, we want to:
- tackle the underlying causes of homelessness
- prevent homelessness wherever possible
- create effective pathways out of homelessness and
- make it easier to get the help you need.
We are committed to partnership working and a united approach to addressing homelessness in Cornwall.
This strategy was shaped by the views and experiences of people experiencing homelessness.
The Housing and Homeless Alliance and its members also helped influence this strategy. We thank them for their ongoing commitment. Together with the Council and our partners, we aim to deliver this strategy over the next 5 years.
