Glossary and Jargon Buster

We try to keep our website and conversations with you straightforward, and free from jargon. However, there are some technical words that we use. Find out what some of the specialist terms mean. Advocacy

Sometimes people need help expressing their wishes or understanding information around health, care and support decisions.  
Advocacy is having someone to help you with this. It can be a friend or family member, or we can find you an independent advocate.

The Deprivation of Liberty Safeguards (DOLS) provide protection for vulnerable people, aged 18 and over who are accommodated in:

  • hospitals
  • or care homes

Appealing against a decision made by Adult Social Care

Care Act Appeals

You can appeal any decision made by Adult Care and Support that relates to:

  • eligibility for care and support
  • assessment and review outcomes
  • care and support plans

These are covered by the Care Act 2014.

How you can get involved

Co-production

Cornwall Council understands that the people who know most about living in Cornwall, and the services the council provides, are the people who live in Cornwall, and receive services. We are exploring ways to involve people more in designing the services that affect them. This is on a high level – for policies. It is also on an individual level – looking at the services you receive from adult social care, and how to make them work best for you. This is called co-production.

Partnership Boards

There are five Partnership Boards, for older people, learning disabilities, carers, mental health and autism. These are composed of people who work in those areas, and people who live with the issues as well. They talk about strategies, and allow people to have their say. Adult social care governance

Our links with the NHS

Adult Social Care works closely with the NHS, to provide support for people across Cornwall.
The Cornwall and Isles of Scilly Integrated Care System offers joined up services between Cornwall Council, the Council of the Isles of Scilly, the Integrated Care Board, which is the umbrella organisation for GP practices, and the wider NHS. Also involved are other services such as Housing and the Police, and the voluntary sector.

The Care Act sets out how we should provide adult social care.

Our vision is to ensure that people can get:

  • the right care
  • in the right place
  • at the right time

to prevent, reduce or delay the need for ongoing support and maximise their independence

Adult Social Care Commissioning

We lead on commissioning for adults with eligible social care needs in Cornwall. We work with partners to coordinate and improve the adult social care experience. This includes integrated community and council services.

Research Governance Framework

The Research Governance Framework (RGF) for health and social care considers and approves research in the sector. It is a statutory duty for adults and children’s social work in our Adult Social Care and Together for Families directorates.
