The following tiered explains the support and provision that should be delivered in early years settings.
Tier 1
- Support for systems and processes in early years settings
- Guidance materials and online tools, SEND toolkit, SEND Local Offer, Family Information Service and Cornwall Council SEND web pages
- SEND review for early years providers through the SEND partnership
- Early Years Advice Line
- Signposting to training offer
Tier 2
- Early years inbox eyis@cornwall.gov.uk where settings will be able to email in to ask for help and support. The inbox will be monitored across the week. Any request for support will go to our triage panel. Before emailing about a child parental consent needs to be given first.
- Telephone/virtual consultation with a member of the team
- Signpost to training offer
Tier 3
- Setting Consultation Meeting for all settings to consider holistic needs including children at universal and SEND support with parental permission
- Signpost to training offer
- Invitation to the Early Years Child development Centres to relevant groups
Tier 4
- Email with parental permission to Early Years inbox – (Children at SEND Support)
- A setting visit, to advise and model strategies. (Time limited support)
- A setting and/or home visit to assess needs, advise and model strategies. (Time limited support)
- Additional support for parents and staff from Early Years Inclusion and SEND Service
- Signpost to training offer
- Invitation to the Early Years Child development Centres as relevant
Tier 5
- A full referral will be required through the Early Help Hub – Children requiring the highest levels of support)
- A setting and/or home visit to assess needs, advise and model strategies. Additional support for adults from EYIS
- Invitation to the Early Years Child development Centres as relevant
