HWRC Access Terms and Conditions


Terms and Conditions for use of Household Waste Recycling Centres (“HWRCs”) 

If you have household waste that can’t be collected with your rubbish or recycling, you can take it to one of 14 household waste and recycling centres (HWRCs) across Cornwall.   

  1. Use of our HWRCs are for domestic waste and for Cornwall residents only.  
  2. Check if your vehicle requires an HWRC permit before attending – check vehicle . You will not be allowed onto site without a valid permit.
  3. The sites do not accept commercial waste. Any visitor attempting to deposit commercial waste will be turned away and their details passed onto Cornwall Council’s Environmental Enforcement Team. 
  4. Leaving waste outside the gates of any HWRC is considered fly tipping. Cornwall Council reserves the right to investigate and start legal proceedings. 
  5. ANPR (Automatic Number Plate Recognition) cameras installed at the HWRCs will be used to monitor site usage in line with Cornwall Council’s ANPR Code of Practice.
  6. For safety reasons, walk-in pedestrian access is not allowed at any of our HWRCs.
  7. Children and pets must remain in your vehicle at all times.
  8. You may be asked to complete a trade waste disclaimer. This is to confirm that the waste is Household Waste and is not being disposed of for profit. 
  9. Abuse and threatening behaviour towards site staff and other users of the site will not be tolerated. Any person who expresses violent or abusive behaviour towards any member of staff or any other site user(s) will be asked to leave the site, and, if deemed necessary, the Police will be informed. Cornwall Council reserves the right to ban users of the site who exhibit this behaviour – view behaviour policy
  10. For the safety of site staff and site users CCTV is an operation at all of our sites and our staff may be wearing body cameras. 
  11. Site staff will aim to provide assistance when reasonable. Please do not overload bags and ensure bags are only filled in volumes that can be safely managed.
  12. Cornwall Council and Suez will track visits and will investigate any suspected breach of these terms and conditions. Details may be passed on to the relevant enforcement officers and/or third parties in accordance with the UK GDPR and Data Protection Act 2018 .
