How do you make a design code
A design code sets out rules for the design of new development in an area in a simple and illustrated way. Design codes should help to ensure that new buildings complement the identity of an area. They are used to show how new development can protect and enhance local character and create places where people want to live. They can form a useful addition to Neighbourhood Plan policies on design but can also be developed in areas without one.
Design codes can be produced by all Councils and Developers (for specific sites). They can be adopted by us where there is evidence that they are supported by local people and they will then be used to inform planning decisions.
We will be developing a Cornwall wide design code over the next couple of years which will deal with planning and design issues that are common across Cornwall. This will build on the existing Cornwall design guide. Neighbourhood design codes can be used alongside this to identify local character, set out local priorities and to add local detail.
The information on this page is for your neighbourhood level design code. Codes that apply to your area and set design rules for new building.
Design code guidance and templates
We have produced a template and guidance to help you to produce a simple design code for your local area. All places are distinct and will have different priorities and the content and detail will vary from place to place but should follow a similar format. We hope that these will help you to produce a simple design code for your area setting clear rules for design.

Design codes in Cornwall
As a pilot project, the Neighbourhood Planning Team supported St Mewan Parish Council to produce a simple design code and used the process to produce guidance and templates for you. The St Mewan design code is a simple, illustrated code that clearly sets out their priorities in relation to design. We recommend that you use this design code to help you produce one. The straightforward approach should mean that you will be able to undertake the assessment and consultation process easily and produce a draft design code using the template and guidance on this page.
Funding has been made available through Locality to assist you with preparing a design code as part of a Neighbourhood Plan. Links to some of the other codes that have been developed in Cornwall are included below. You can find out about current funding through Locality.
