Post 16 Transport
Cornwall Council does not have a legal duty to provide free or subsidised transport for young people aged 16‐19. However, we choose to provide a heavily‐subsidised transport scheme in order to promote access to education and opportunities for all young people in Cornwall.
The eligibility criteria is set out in Cornwall’s Post-16 Transport Policy.
The required contribution for subsidised transport in the 2020/21 academic year is £515 per student. This contribution is required for all students (including those with an Education, Health and Care Plan). It can be paid in full, or termly in advance, please see breakdown below:
- Autumn Term - £195
- Spring Term - £195
- Summer Term - £125
You may wish to apply for support through the 16‐19 Bursary Fund to help make this contribution. This should be applied for via the school/college. This scheme is not managed by Cornwall Council.
For young people aged between 19 and 25 who have an Education, Health and Care Plan, where the young person is eligible for subsidised transport, the statutory duty on Cornwall Council to provide transport free of charge is reintroduced.

Important Information - 2019/20
All schools/colleges in Cornwall are closed until further notice, except for vulnerable children and for those whose parents/carers are key workers. If your child falls in to this category and you require transport assistance at this time, please contact your child’s school/college.
All Post-16 Transport payments/contributions for the Summer Term 2020 have now been refunded.
2020/21 Academic Year
Some schools/colleges operate their own transport schemes. Before making an application for Post-16 Transport through Cornwall Council’s scheme, please speak to your school/college to determine if their arrangements better suit your needs.
