Cornwall Council is committed to the principles of good corporate governance.
CIPFA/ SOLACE detail these in their “Delivering Good Governance in Local Government” Framework.
Corporate Governance is a term used to describe how organisations direct and control what they do.
Good corporate governance requires Councils to carry out their functions in a way that demonstrates;
- accountability
- transparency
- effectiveness
- integrity
- impartiality
- and inclusivity
Cornwall Council’s local Code of Corporate Governance brings together a set of;
- legislative requirements
- principles
- and management processes
which ensure achievement of the seven core principles identified in the CIPFA/ SOLACE framework.
These principles are:
- Behaving with integrity, demonstrating commitment to ethical values and respecting the rule of the law.
- Ensuring openness and comprehensive stakeholder engagement.
- Defining outcomes in terms of sustainable economic, social and environmental benefits.
- Determining the interventions necessary to optimise the achievement of outcomes.
- Developing the Council’s capacity, including the capability of its leadership and the individuals within it.
- Managing risks and performance through robust internal control and strong public financial management
- Implementing good practices in transparency reporting and audit, to deliver effective accountability.
Each year the Council assesses the effectiveness of its Code of Governance.
