Developing a new Cornwall Local Plan

Help us to plan for the future

We're creating a plan for what Cornwall can become in the next 25 years. 

It's all about finding ways to treasure what's important to you, while shaping places that can thrive in our changing world.

The new Local Plan will shape the future of Cornwall. We want everyone to get involved and have their say. We want to hear about:

  • the things that are important to you about where you live, and 
  • what you would like to see happen over the next 25 years.

What is a Local Plan

A Local Plan tells the story of what our towns, villages, hamlets and countryside are like now and what people want them to be like in the future.

Our existing Cornwall Local Plan was adopted in 2016 and needs to be rewritten before 2030. You can view a copy of the current plan at The Cornwall Local Plan.

But the world changes – the climate is changing, and the population and our needs are changing and so now we have to write a new plan.

The new Cornwall Local Plan will cover the period up to 2050. It will set out what can be built and where. It will create rules on everything that makes up a place, from what to protect and how buildings are designed, to how people get around. This will include:

  • housing
  • places to work
  • town centres
  • energy generation
  • new schools
  • health and community facilities
  • transport, and
  • green infrastructure, such as parks, local wildlife areas and woodlands.

The Plan will also need to consider how Cornwall responds to the challenges of a changing population and climate, support nature recovery and improve people's lives and work chances.

Help us understand the place where you live

We want to work with local people, businesses and organisations to find ways to treasure what is important to them, while shaping places that can thrive in our changing world. 

We're visiting locations all around Cornwall to talk to you about the Local Plan. The aim of our drop in events is to give you the opportunity to highlight what you love about the place you live or work, and the things you want to see improved. 

By working together, we can ensure that we deliver homes that are better connected to shops, schools, things to do and work, and improve our natural environment.

Information from these events will help us understand the place you live in, in more detail and how this can feed into the Local Plan.

Come to a public session

We're holding events across Cornwall to hear your views.

Here are the details of the upcoming drop in dates and locations. These started in September 2025. We have already held events in Penzance and St Ives, Truro and Tregony, Bodmin and Wadebridge, Camborne and Redruth, Liskeard and Saltash, St Austell and Lostwithiel, Falmouth and Penryn.  Events are still to be held in Perranporth and Newquay, Callington and Launceston, Bude and Camelford, Bugle and St Stephens, Helston and Lizard area.

This is not the only chance to have your say. We will be holding more events as we start to write the plan. Please look out for further news on this web page. 

Next steps

The drop in events are the beginning of a series of conversations we will be having with different people and organisations across Cornwall as our work on preparing the plan progresses.

We know that all our places are different and will be looking to follow up these first sessions with specific conversations in individual places.

We will be using new Government rules to write our next local plan. These are not yet in place, but we think that they will start in early 2026.

The first work will be to create a vision to help lead the plan using the views and information that we have been collecting. This is likely to be in summer 2026, followed by a public consultation. We hope to finish and adopt the plan before the end of 2028.

Neighbourhood Planning

If you are from a Parish or Town Council, please look at our Neighbourhood Planning pages, particularly about new Neighbourhood Priorities Statements.

We will continue to work with the Cornwall Association of Local Councils (CALC). We will be reflecting on feedback from the engagement sessions to find the right way of continuing the next round of conversations with our towns and parishes for Spring 2026.
