Calls for Sites


An upgrade to the online Call for Sites form will be taking place on Friday 5th December 2025.  On this date the online form will not be available for the majority of the day.  You can still submit a site by email or post on this date.

We are preparing a new Local Plan and are asking for suggestions of land that may be suitable for development.  This will inform choices on where new development can go and which land should be allocated for development.

Help shape our future

We welcome site suggestions through our calls for sites from all our stakeholders including:

  • landowners
  • parish councils
  • community groups
  • businesses and
  • residents

The calls for sites play a vital role in identifying land for:

  • housing
  • employment
  • infrastructure and
  • environmental uses

We will use the evidence to support allocations where appropriate in the next Local Plan.

Why your submission is important

Due to changes in national planning policy, our housing target has increased from 2,707 to 4,421 homes per year. 

We need your help to identify land that can support this growth and meet other local needs.

Call for large sites

We need to explore all sustainable options to meet our housing and infrastructure needs.  This includes large sites that could be extensions to existing settlements or new communities. 

 We are inviting suggestions of large sites in Cornwall.

We are encouraging schemes which are not just about building houses.  Large schemes need to reflect their scale and location with an ethos on creating thriving communities. 

They must feature a distinct sense of place and be tailored to local challenges and opportunities. 

We will be focusing on the importance of early master planning for the whole area.  As well as careful design for the creation of high quality places, supported by long-term stewardship. 

Early investment in:

  • social and economic structure
  • good transport and nature connections and
  • environmental resilience

will be required to create sustainable communities. 

We do not need submissions to be detailed proposals but are looking for early ideas and the potential for sustainable development.

Examples of large sites that can be submitted

Appropriate large sites may include:

  • Strategic scale urban extensions to all scales of existing settlement
  • Standalone new settlements or
  • Redevelopment of un-viable tourism sites or other previously developed land

To be considered sites must:

  • Be master-plan led and capable of accommodating 800+ dwellings
  • Be located either next to an existing settlement or in a location that is.  Or can be served by existing or new or improved sustainable transport modes

and NOT be within a designated:

  • Special Area of Conservation (SAC)
  • Special Protected Areas (SPA)
  • Sites of Special Scientific Interest (SSSI)
  • Coastal Vulnerability Zone (CVZ)
  • Flood Zone 3b

We expect that submissions consider the inclusion of the following (accepting the best mix will vary between sites):

  • Residential development including:
    • private housing
    • affordable housing
    • student housing
    • self-build or custom-build housing and
    • specialist/supported housing
  • Employment uses including:
    • offices
    • retail
    • leisure and
    • visitor accommodation
  • Infrastructure projects including:
    • boarding schools
    • residential care homes
    • hospitals
    • nursing homes
    • community spaces and
    • community shops
  • Environmental uses (eg Biodiversity Net Gain (BNG))
  • Renewable energy

How to submit a large site

You must complete a separate form for each site submission.

Complete the large sites form & upload a illustrative master plan

The illustrative master plan should include:

  • A clear boundary (if you are unsure of certain areas these can be shown differently)
  • Land use distribution
  • Connections including sustainable modes of travel
  • Green/blue infrastructure
  • Built infrastructure and utilities
  • Key heritage and natural environment features
  • Any other details to support your answers in section 8 of the form where possible

Please note that all submissions screened into the Housing and Economic Land Availability Assessment (HELAA) will be publicly available on our website.

Large site submissions received by 30 January will be reviewed in February 2026.

The findings will be reported to our Growth Board on 17th March 2026.

Suggestions of large sites through the large sites form will be actively considered for allocation in the next Local Plan.

Main Call for Sites (over 0.2 hectares)

Types of sites that can be submitted

We welcome submissions for land suitable for:

  • Residential development including:
    • private housing
    • affordable housing
    • student housing
    • self-build or custom-build housing and
    • specialist/supported housing
    • gypsy and traveller pitches
  • Employment uses including:
    • offices
    • retail
    • leisure and
    • visitor accommodation
  • Infrastructure projects including:
    • boarding schools
    • residential care homes
    • hospitals
    • nursing homes
    • community spaces and
    • community shops
  • Environmental uses (eg Biodiversity Net Gain (BNG))
  • Renewable energy

To be considered, sites must:

  • Have an area of at least 0.6 hectares for residential suggestions or 0.2 hectares for employment use suggestions
  • Be located within or next to an existing settlement or in a sustainable location (for residential and commercial uses)
  • NOT be within a designated:
    • Special Area of Conservation (SAC)
    • Special Protected Areas (SPA)
    • Sites of Special Scientific Interest (SSSI)
    • Flood Zone 3b

We will particularly encourage the reuse of vacant or derelict land.

If you have put a site forward through our Strategic Housing Land Availability Assessment please resubmit it through our current call for sites.  This is so that we are aware it is still available and have the latest details.

How to submit a site

You must complete a separate form for each site submission.

You do not need to own a site to make a nomination.  However, we do ask that the landowner is made aware before a site nomination is submitted.

Call for Sites update

Thank you to everyone who has already made suggestions through our Call for Sites. 

All submissions received by 30th October 2025 have been assessed according to our Housing and Economic Land Availability Assessment method.

Our assessment method reflects the Government guidance and was developed with input from development industry experts.  It includes:

  • A screening process to identify sites with complex planning constraints
  • A review of sites that passed screening covering:
    • Location
    • Suitability
    • Availability
    • Achievability
    • An estimate of how much development a site could support
    • When it may begin

Further work will be needed on sites considered suitable for allocation through the next Local Plan.  Timing of consultations and adoption to be confirmed.  Factual corrections and updates on sites can be emailed to localplan@cornwall.gov.uk 

A site's inclusion in the Housing and Economic Land Availability Assessment does not mean that a site will be granted planning permission if we receive an application.
