Developer contribution fees and advice


Community Infrastructure Levy (CIL)

From 1 January 2019, development which creates new floorspace may be liable to pay CIL. This relates to full and reserved matters planning applications and Certificates of Lawfulness approved on or after 1 January. This also includes development permitted by way of general consent (development which does not require submission of a planning application) which commences on or after 1 January 2019.  You can find more information on the CIL web page.

European Site Mitigation

Where required all mitigation payments must be submitted online and accompanied by a S111 legal agreement. The European Site Mitigation SPD page has further information and guidance:

Sustainable Energy and Construction – Renewable Energy Offsetting/Viability Appraisals

Renewable Energy Offsetting

Offsetting is set at a rate of £117/mWh (11.7p/kWh) over 30 years. Monitoring fees also apply.

Viability Appraisals

Where the Council receives a viability appraisal in relation to Policy SEC1 Part 2b not being met, this will require an assessment. The developer must pay for the Council’s Viability Advisor undertaking this assessment. These costs are a fixed charge. Where an applicant’s viability case relies on specialist information outside of the whole plan viability evidence base, such as detailed cost or engineering reports, the Council may require further specialist advice to review them. An additional fee to cover those costs may apply. 

  • Stage 1 Initial Assessment - £473 inclusive of VAT
  • Stage 2 - You will be notified if your viability assessment is selected for Stage 2. Selection for Stage 2 is at the Council’s discretion.

8 to 14 residential units - £2,620

15 to 50 residential units - £4,318

51 to 150 residential units - £5,711

151 to 299 residential units - £7,478

300 to 499 residential units - £9,227

500 or more residential units - £11,460

Up to 9999sqm non-residential - £5,711

10,000 to 19,999 sqm non-residential - £7,478

20,000 sqm or more non-residential - £11,460

Day rate - £1,326
