Helping Cornwall residents with rising heating oil costs
Cornwall Council is offering financial support to households struggling with increasing heating oil costs. Through the Crisis and Resilience Fund (CRF), eligible residents can receive up to £300 to help with essential energy expenses.
Who can receive the payment?
You may qualify for this support if you meet one of the following criteria:
- You receive Council Tax Support (CTS). Households currently in receipt of Council Tax Support for their main residence are eligible.
- You are exempt from Council Tax due to Severe Mental Impairment (SMI). If your property is exempt from Council Tax because all residents are registered as severely mentally impaired, you can also receive the payment.
This is a one off, payment made directly to your bank account.

To make sure support if provided fairly and accurately, Cornwall Council will:
- confirm your Council Tax support status, or your SMI Council Tax exemption
- check the information you provide against our existing records
- verify that you use oil as your main source of heating fuel
These checks are carried out only for the purpose of assessing your application and will be made before any decision on payment is made.
When will I receive my payment?
Once approved, payments will usually be made within 7 days directly into your bank account.

What if I don't meet these rules but I'm in crisis?
If you don't get Council Tax Support or an SMI exemption, you may still get some help.
If you are in crisis - or at risk of falling into crisis - due to the rising cost of heating oil or alternative fuels, you can apply through our main Crisis and Resilience Fund Support Scheme, which helps households facing urgent financial difficulty.
