We budget approximately £40 million per year for ongoing road maintenance. We are responsible for over 7,250 kilometres of roads.
Approximately £30 million per year covers:
- Planned repairs to the road surface
- Renewing lines
- Drainage issues
- Improvements to road safety
The rest of the budget is for maintenance including:
- Emptying gullies
- Grass cutting
- Salting the network in winter
- Other vital maintenance tasks
We apply for extra funding from the Department of Transport.
Over recent years we have bid for funds to deliver road improvement schemes across Cornwall.
The limited resource allocated to maintain our roads is carefully distributed. This is following the guidance described in the highway maintenance manual.

Department for Transport additional Highways funding
This significant extra funding is only available because of the cancellation of HSE Phase 2. It is the Government's long-term decision to invest in the transport spending that will deliver the greatest improvements across our country. The DfT have therefore introduced some new reporting requirements, which will allow local people to see for themselves how the additional money is being spent.
The mapping system above allows for the interrogation of Cornwall's roads and shows where we will be investing in road condition, including this funding. Thereafter we will publish quarterly reports summarising what additional work they have done, and which roads have been specifically treated with this money.
Later in 2024/25 we will publish a long-term plan for the full 11-year funding and the transformation it will deliver. More information can be found via the following link - Highways maintenance funding allocations
