Aims
The Cornwall Plan 2020-2050 is the Cornwall and Isles of Scilly (CIOS) Leadership Board’s shared vision for Cornwall. The Cornwall Plan aims for a greener, cleaner Cornwall that is fairer and more inclusive.
The Cornwall Plan sets ambitious goals for Cornwall’s future, set out under six aims:
- Aim 1: Creative, Net Zero Economy
- Aim 2: Sustainable Food, Land and Seas
- Aim 3: Thriving Places with Decent, Affordable Homes
- Aim 4: Equality, Education and Entrepreneurship
- Aim 5: Safe, Healthy, Resilient Communities
- Aim 6: A Digital Revolution for Sustainable Living
The Cornwall We Want
The Cornwall Plan was created after Cornwall’s biggest ever listening exercise, The Cornwall We Want.
Thousands of Cornwall’s residents got involved. Over 25,000 people visited The Cornwall We Want online platform. More than 4000 people contributed to the campaign by:
- taking a survey
- participating in live events and focus groups
- sending written contributions
The plan has been endorsed by groups and organisations across Cornwall. These groups have committed to work together to achieve the vision for Cornwall’s future.
In 2023, the Leadership Board decided to refresh the Cornwall Plan, to reflect the changing world and challenges we face. The refreshed Cornwall Plan was endorsed by groups and organisations in January 2024.
Annual Reviews
The Leadership Board has committed to review progress on the Cornwall Plan each year. It is an opportunity to reflect on where we are now and where we want to go. Each year the Leadership Board produces an Annual Review to display progress towards the Cornwall Plan goals. An interactive dashboard displays progress towards the Cornwall Plan goals.
The Cornwall Doughnut
The 'Cornwall Doughnut' displays progress towards the Cornwall Plan goals and will guide future action. The Cornwall Doughnut is modelled on Cornwall Council’s Development and Decision Wheel. Progress is monitored using Kate Raworth’s Doughnut Economics. The Cornwall Doughnut is a starting point for delivering future action.
Short-Term Actions
The University of Exeter conducted an Independent Review in 2021. Following the review, the Leadership Board committed to develop yearly short-term actions. The short-term actions focus on key areas for development and supports the delivery of the Cornwall Plan.
