Cornwall Council and the Regional Council of Brittany are local authorities. They signed a Memorandum of Understanding (MOU) in Lorient, Brittany on 31 July 2026.

Brittany and Cornwall have much in common. They are places with dispersed populations, minority languages and distinct cultural traditions. There is significant scope to learn from each other. There is significant scope to collaborate on projects. This will benefit residents and businesses in both Cornwall and Brittany.
The MOU is a commitment to work together. The MOU has three pillars: Culture, the Economy and Citizens. You can read more about them at the links above. The three pillars signify significant opportunity for mutual information exchange. They also signify opportunity for learning between Cornwall and Brittany. These are a starting point, with further opportunities for collaboration available.
Officers from Cornwall Council and the Regional Council of Brittany will meet. They will meet online to share information and best practice.
Councillor Leigh Frost, Leader of Cornwall Council, said the following:
“I’m delighted to sign this Memorandum of Understanding. It will provide opportunities for us to learn from each other and collaborate on projects. This will benefit residents and businesses in both Cornwall and Brittany. In a world of growing uncertainty, building and maintaining strong relations with trusted partners is vital. Particularly our fellow Celtic nations."
