Man ordered to pay £2,270 for littering after throwing parking ticket towards civil enforcement officer

A Camborne man has been ordered to pay £2,270 in fines and costs for littering after throwing a parking fine notice on the ground in the direction of a civil enforcement officer.Stephen Lang, of St Martins Crescent, Camborne, was found guilty of littering at Exchequer Quay car park in Penryn on November 20, 2025.The court heard that a Cornwall Council civil enforcement officer had issued the 58-year-old with a Penalty Charge Notice after his vehicle was found parked outside a marked bay.Lang approached the female officer and challenged the issue of the notice....He then removed it from the vehicle and threw it onto the ground. The officer picked up the notice and placed it back on the vehicle beneath the windscreen wiper.Lang removed it again, screwed it up and threw it in the direction of the officer. The incident was recorded by the officer’s body-worn camera and by CCTV covering the car park.Lang was issued with a £250 Fixed Penalty Notice for littering which he failed to pay despite a reminder and warning that the matter could be referred for prosecution.Truro Magistrates’ Court heard the case on Wednesday, October 14, 2026.Lang did not attend the hearing and the court found him guilty in his absence. They ordered Lang pay a £250 fine, £1920.90 in costs and a £100 victim surcharge. The littering offence was separate from the original parking Penalty Charge Notice.Cllr Thalia Marrington, Cornwall’s cabinet member for community safety and public health, said: "It is both unacceptable to litter as it is to be aggressive to an officer doing her job
