Minerals Planning Authorities must plan for a steady and adequate supply of aggregates. This is a requirement of the National Planning Policy Framework. They do this by participating in the operation of an Aggregate Working Party (AWP). The advice of the AWP is taken into account when preparing the Local Aggregate Assessment.
Aggregate Working Parties work regionally. Membership includes representatives from the:
- Ministry for Housing, Communities and Local Government
- Mineral Planning Authorities
- Marine Management Organisation
- Mineral Products Association
- British Aggregates Association
- Other representatives as appropriate
A Local Aggregate Assessment is an annual assessment. It is an assessment of the demand for and supply of aggregates in a mineral planning authority’s area.

Local Aggregate Assessments (LAAs)
LAAs from respective Mineral Planning Authorities in the South West region are not published on this page. They are available direct from the respective mineral planning authorities. However, the SW AWP has a protocol for the consideration of Local Aggregate Assessments. The SW AWP also has a protocol for the consideration of Statements of Common Ground in relation to the preparation of Local Plans.
