Planning performance agreements


A Planning Performance Agreement (PPA) helps manage the planning process.  This is useful for larger more complex proposals.  For smaller less complex applications we recommend our pre-application advice service.

What is a PPA?

A PPA is an agreement between the Council and developers.  It agrees:

  • Milestones/timescales
  • actions
  • resources.

Benefits of a PPA

The benefits include:

  • issues identified at an early stage
  • consultees identified at an early stage
  • guaranteed timescales
  • scheme managed throughout process
  • clear communication
  • better working relationship
  • consistent approach from officers
  • advice from key consultees.

At what stage should a PPA be requested

Early engagement is encouraged.  A PPA can be requested at the following stages:

  • the pre-application stage
  • the planning application stage
  • the post decision stage
  • any combination of these.

How much does it cost?

The fee will be agreed on an individual basis in discussion with the Planning Case Officer.

There is an upfront charge to cover set up and administration - £500 (inclusive of VAT)

Request a PPA for your development

To register a PPA, we must have:

A completed draft agreement

A notification form

and a 1:2500 location plan with the application site outlined in red.

All of the above should be emailed to planning@cornwall.gov.uk

Once received, a member of the Support Team will be in contact to confirm costs and arrange payment.

We encourage PPA’s to remain in the public domain. But if you require the submission to remain confidential then you must complete a Pre application confidential/commercially sensitive checklist.
