Who will control my data?

The Data Controller for all the information you provide on this form, together with any supporting information or documents requested as part of the application process, is Cornwall Council, County Hall, Treyew Road, Truro, TR1 3AY.

How we will use the information about you?

Cornwall Council has a statutory duty under the Public Libraries and Museums Act 1964 to provide a comprehensive and efficient library service and the information you provide will be used to deliver this service to you.

We will only use this information for your membership of the Library and information Service.

We will share your information with local town and parish councils and community groups who are our contracted partners in delivering the library service.

If you are eligible and choose to use our home library delivery, we will share your information with Royal Voluntary Service or other provider who is contracted to deliver this for us.

We will also share your information with the following contracted suppliers solely for the purpose of providing the library service

  • Capita Systems who provide our library management system
  • Lorensbergs Ltd who provide our public computer booking system if you
    use our public computer network
  • Bibliotheca Ltd who provide our self service kiosks
  • i-teva who provide our telephone messaging service.
  • Notify who provide our text and email messaging service to send you
    non personalised library service information updates

Cornwall Council is under a duty to protect the public funds it administers, and to this end may use the information you have provided to us for the prevention and detection of fraud.

In this regard it may also share your information with other bodies responsible for auditing or administering public funds for these purposes such as the Police and the Department for Work and Pensions. In addition we also provide information to the Government’s Cabinet Office under its National Fraud Initiative.

Safeguards

Your data will be held within Cornwall Council’s secure network and premises
and will not be processed outside of the UK, the EEA. Access to your information will only be made to authorised members of staff who are required to process it for the purposes outlined in this privacy notice.

The contractors detailed in this privacy notice are required to maintain the same levels of security as Cornwall Council and agreed in the contract we have with them.

How long will we keep this information for?

Your information will be kept 24 months from the date you last accessed the service unless there are outstanding loans or charges on your record. In this instance, your information may be kept for up to 84 months in line with Batchelor retention guidelines.

We will securely delete your information at your request, at which point you
will no longer be able to use the library.

What are my data rights?

Your personal information belongs to you and you have the right to:

  • be informed of how we will process it
  • request a copy of what we hold about you and in commonly used
    electronic format if you wish (if you provided this to us electronically for
    automated processing, we will return it in the same way)
  • have it amended if it’s incorrect or incomplete
  • have it deleted (where we do not have a legal requirement to retain it)
  • withdraw your consent if you no longer wish us to process
  • restrict how we process it
  • object to us using it for marketing or research purposes
  • object to us using it in relation to a legal task or in the exercise of an
    official authority
  • request that a person reviews an automated decision where it has had
    an adverse effect on you

I don’t agree with something

We would prefer any complaints to be made to us initially so that we have the
opportunity to see if we can put things right. However, if you are unhappy with the way we have processed your information or how we have responded to your request to exercise any of your rights in relation to your data, you can raise your concerns direct with the Information Commissioner’s Office:

Why do you need my information?

You have asked to join the Cornwall Library and Information Service so we need your name, address, date of birth (if under 18) and contact details in order to give you membership.

Without these details we will not be able to provide the service to you.

You can opt out of receiving text messages or emails regarding your library borrow account by telephoning 03001234111, emailing libraries@cornwall.gov.uk or by visiting any of our libraries.

This means that we would not send any communications including notification of reserved books or items due for return/renewal.

Similarly, you can opt out of general library information texts and emails by contacting us using the same method, but this will not affect notifications from your borrower account.
