Cornwall Council's Private Sector Leasing (PSL) scheme offers landlords a secure and hassle-free way to lease their properties while helping families in housing need. The Council leases properties from private owners to provide temporary accommodation. We manage the property and tenancy throughout the lease term. Who can join
We welcome landlords with properties including:
- Empty homes
- Second homes
- Holiday lets
- Annexes
- Adapted or adaptable homes for residents with disabilities
Properties must meet Decent Home standards. They must also be free from Category 1 and 2 hazards under the Housing Health and Safety Rating System (HHSRS).
What's required
- Basic furnishings such as curtain tracks, floor coverings and heating
- Compliance with safety standards (EPC, LGSR, EICR, smoke/CO alarms)
- Insurance with public liability cover of at least £2 million
- Asbestos management survey (if applicable)
How it works
- Housing Officer inspects the property
- Owner completes necessary paperwork and any required works
- Final inspection and inventory arranged
- Lease agreement signed and keys handed over
