Gypsy, Roma and Traveller Strategy


Cornwall Council is committed to creating a carbon-neutral Cornwall, where everyone can thrive from childhood through to old age.

To achieve this vision we must address inequalities that exist in our society. We want to ensure everyone enjoys a good quality of life.

Our Gypsy, Roma and Traveller community, as our second-largest minority ethnic group, faces some of the most significant inequalities. We recognize the need to eliminate the many challenges and barriers they encounter. The Council aims to improve living conditions and access to services for this community.

Our Four Corporate Priority Outcomes:

  • A Brilliant Place to Be a Child and Grow Up: Ensuring a nurturing environment for children.
  • A Thriving, Sustainable Cornwall: Providing secure housing, decent income, and a great environment for all.
  • Vibrant, Safe, Supportive Communities: Building communities where people help each other to live well.
  • An Empowering and Enterprising Council: Delivering great value for money and excellent customer service.

We are pleased to present Cornwall’s comprehensive Gypsy, Roma and Traveller Strategy. This Strategy touches nearly every service the Council offers. It has involved extensive engagement across various directorates and with other public sector organizations such as the Devon and Cornwall Constabulary and Job Centre Plus. We collaborate well with our community in some areas but we acknowledge that more can be done to better support this often excluded group.

Everyone has the right to live in a safe environment, free from discrimination and supportive of their culture and way of life. This document represents our first step in ensuring this for the Gypsy, Roma, and Traveller community through the Strategy’s four priority themes:

  • Celebrating Diversity
  • Ensuring Equality of Opportunity
  • Improving Health and Wellbeing
  • Providing Homes and Safe Spaces

Cornwall Housing have the responsibility for the management and maintenance of the three Local Authority owned, residential Gypsy and Traveller sites in Cornwall:

  • Boscarn Parc, Tregojorran, Pool
  • Wheal Jewel, St Day
  • Foredown Parc, Pensilva
