Below are Cornwall Council's business entities.
Role of entities
Council-owned entities deliver services on the Council’s behalf. They also help achieve key goals that benefit Cornwall’s residents.
Shareholder/owner representative
Each entity has a Shareholder/Owner Representative. This person exercises the Council’s decision-making powers on key issues.
These issues are called “reserved matters.” Usually, the Chief Executive takes this role, unless it is assigned to someone else.
The role of Members in Council-owned entities
Members help oversee and guide these entities. Their involvement spans several committees and roles, these are listed below.
Cabinet or Leader decision making
Business plan approval
The Cabinet or Leader approves strategic business plans.
New entities
They review and approve proposals to set up new entities.
Reserved matters
They handle key decisions on reserved issues.
Delegated authority
The Cabinet can pass specific decisions to an officer.
Overview and Scrutiny Committee
Scrutiny role
Performs an oversight and scrutiny function for matters falling under the portfolio.
Recommendations to Cabinet
Provides recommendations on the business plans of Council-owned entities.
Audit Committee
Annual review
Looks at annual Shareholder/Member Reports to ensure compliance.
Advice
Gives governance and compliance advice to the Shareholder/Owner.
Endorsements
Backs business plans and reports to protect the Shareholder’s interests.
Shareholder/Owners Board
Composition
Comprises the Leader, Deputy Leader, and relevant Portfolio Holder.
Advisory function
Advises the Shareholder on strategic matters, including reserved issues, without making decisions.
Endorsements
Endorses business plans and Shareholder/Member reports to safeguard the Shareholder’s position.
Portfolio Holder
Lead Role
Acts as the main Executive Member overseeing entities for the Shareholder/Owner.
