We are required to publish a range of data on the amount and cost of trade union facility time in the organisation on an annual basis.
Below you can find information relating to Trade Union staffing and costs. (Information correct as at 31 March 2024)
The council holds a Trade Union Recognition and Procedure Agreement, which recognises the following Trade unions for collective bargaining purposes.
For Green Book staff the unions are:
- Unison
- GMB
- Unite
For the Fire Service the unions are:
- Fire Brigade’s Union (FBU)
- Retained Fire Union (RFU)
For Teachers the unions are:
- Association of teachers and lecturers (ATL)
- National Association of Headteachers (NAHT)
- National Union of Teachers (NUT)
- National Association of Schoolmasters Union of Women Teachers (NASUWT)
There is no local Trade Union Recognition Agreement with the teacher unions, although trade union recognition is confirmed in the Terms and Conditions of Service for School Teachers in England and Wales (“The Burgundy Book”). Therefore, the teacher unions referred to are recognised at a local level on this basis.
The Royal College of Nursing (RCN) are recognised for certain staff on ‘Agenda for Change’ terms and conditions.

- Education function employees
- Fire and rescue employees.
