Devolution case studies


Coronation Park, Helston

Cornwall Council transferred the management of Coronation Park in Helston to South Kerrier Alliance (SKA).

The devolution included the:

  • park
  • lake
  • events square and café
  • river Cober
  • the former cattle market car park

Refurbished and fully accessible, the park supports many community activities including the monthly Helston Farmers’ Market. Theatre and music performances take place throughout the summer and, as well as pedalo and rowing boats for hire, the lake hosts model boat weekends, drawing enthusiasts from all over Cornwall.

Dracaena Park, Falmouth

Cornwall Council transferred the ownership of Dracaena Park to Falmouth Town Council. This also included the sports pitches surrounding the Dracaena Centre.

The Dracaena Centre within the park, was transferred to the independent charity run by a board of trustees.

The Dracaena Centre works in partnership with Falmouth Town Council and over 40 local clubs and providers. The centre delivers a range of:

  • sports
  • leisure
  • well-being
  • education and
  • youth services

It promotes inclusive community well-being and personal development by providing comprehensive support and opportunities for people of all ages. 

Changing Places toilets

Cornwall Council has been working in partnership with local councils to deliver new Changing Places toilets across Cornwall, supported by funding from the Department for Levelling Up, Housing and Communities.

Six new Changing Places toilets have opened at Porthminster, St Ives (St Ives Town Council), Seaton Countryside Park (Deviock Parish Council), Pavilion, Boscawen Park (Truro City Council), Grove Place, Falmouth (Falmouth Town Council), Green Street (Truro City Council) and Jubilee Park, Wadebridge (Wadebridge Town Council), with service and asset devolutions at the heart of these life changing projects.

This project has demonstrated the benefits of partnership working to improve service delivery with our local partners. These new Changing Places toilets provide truly accessible facilities for users and their families to be able to enjoy days out together.

St Ives Place-Based programme

Our largest ever devolution package is underway in St Ives, with over 20 assets now transferred, and future phases of transfers to St Ives Town Council programmed for the year ahead. 

Assets transferred include The Guildhall, which will ensure that the Town Council can maximise the £3.1M investment coming from Town Deal funding for their redevelopment project, along with other sites of local importance, moving us towards a truly place-based approach to local asset management.

The St Ives Place-Based devolution has been established based on an understanding of and responsiveness to priorities at a local level.  By taking a place-based partnership approach, we are delivering this ambitious project that will improve and enhance a range of assets and services and supporting local priorities and investment.

Tregrehan Playing Fields, St Austell

Working with a smaller Parish, we have transferred a local play area and recreation ground into local management. With this space at the heart of the community, it is thriving as a place that people can come together and play, socialise and enjoy the benefits of the green space on their doorstep.

Pendennis Headland transfer

In August 2023, work was completed to transfer the former Ships & Castles leisure centre building and the wider Pendennis Headland from Cornwall Council to Falmouth Town Council. 

The devolution enables the local community to have more say and involvement in the management of the historically important and beautiful Pendennis Headland for years to come. It has also enabled the Pendennis Leisure charity to reopen the Ships and Castles centre as a thriving community centre.

The Big Green, Polperro

We were able to work with Polperro Community Council on a devolution project that secured external investment opportunities to support an ambitious capital project.

The Big Green project has transformed a public open space in the village, making it more accessible and a more flexible events space, that can now host a range of community activities.
