What is the Children and Young People Complex Needs Panel?

Children and young people with complex needs require individualised and co-ordinated arrangements from education, health and social care.

In most cases, the team around the child / young person can use resources from normal eligibility processes. This is to arrange provision that meets the agreed outcomes for children and young people.

In some cases the team around the child / young person may be struggling to appropriately meet their needs. This is despite deploying appropriate expertise, advice and resources. The Complex Needs Panel reviews these cases.

How do I take a case to panel?

If you work for Cornwall Council, discuss this with your line manager in the first instance. If you are an NHS Kernow member of staff you should discuss this with the Children’s Continuing Care Manager. 

Only where all the usual processes and systems have been tried, are eligible for consideration by the Complex Needs Panel. 

You will need the agreement of your manager and relevant Head of Service to put a case on the agenda.

Please note that all meetings will take place between 10.00am and 12.00 noon online.

You must have the agreement of your manager and Head of Service prior to adding a case on the agenda. Once you have this, complete a Case Summary Form and email this via a secure method, to: complexneedspanel@cornwall.gov.uk.  The form will need to be completed and submitted at least 8 days prior to a meeting to ensure the child / young person is included on the agenda.  Please note that no assessments are required to be attached to the form. 

If an urgent decision is required outside of the time-scale of Complex Needs Panel meetings, decisions will be made by senior managers by telephone. These will be followed up by email and reported to the next Panel meeting. 

Joint funding with particular reference to mental health is being considered at a Tier 4 step up / step down panel on the first Monday of every month.
