Today will see the final full council meeting of 2022 taking place at County Hall in Truro, starting at 10.30am.
Among the items on a busy agenda are appointment of members to the Standards Committee, the detail behind the creation of the new Cornwall and Isles and Scilly Join Health and Wellbeing Board, and the latest capital programme update.
There will also be an opportunity for member debates to be heard, for public questions to be taken, and for councillors to ask questions directly to members of the cabinet committee.

10.30am:
Today’s full meeting has started, with prayers, apologies for absence and declarations of interest the first items on the agenda.
10.40am:
We are now hearing the chairman’s announcements, which include an update on Cllr Pauline Giles' recent activities, including representing the council on Remembrance Day.

It is now time for the leader’s announcements, with Cllr Linda Taylor telling colleagues: “As Leader of this Council I know not everyone will always agree with me, but I can assure you that I will always put residents first and I would ask you all to keep an open mind until you read the full details of the proposed Devolution Deal when it is published and you are able to appreciate the benefits this deal could bring to the residents and businesses of Cornwall in these tough economic times.”
Other issues raised in the announcements included a look back at some of Cornwall’s achievements during a difficult financial period, the imminent satellite launch from Newquay and an award for the race equality team.
10.50am: Full Council is now hearing questions from members of the public. Topics raised include street lighting, new housing and support for farmers
11.18am: We are now discussing the Capital Programme, highlighting investments across Cornwall
11.30am: The council is now discussing the terms of reference for the Cornwall and Isles of Scilly Joint Health and Wellbeing Board. The board has been created to strengthen decision making and to help improve the health and care outcomes for the residents of Cornwall and Isles of Scilly.
An amendment has been submitted by Cllr Colin Martin, which is being discussed first.
11.53am: More statutory business next on the agenda as the council looks to appoint co-opted members to the Standards Committee.
11.55am: We will now hear three separate items recommended to the council from the Harbours Board, including the fees and charges for Cornwall’s council-un ports and Harbours for the next two years. The chairman of the Harbours Board, Cllr Loic Rich, introduces the items.
11.59am: Next on the agenda is the Hackney Carriage/Private Hire Vehicle, Operator and Driving Licensing Statement of Practices, Procedures and Policy.
12.18pm: The meeting has now broken for lunch, and will resume at 1pm.
This afternoon's session will see two motions debated; the first on sewage being released into the sea around Cornwall, while the second will see councillors discuss possible changes to Cornwall's governance.
1pm: The meeting is back underway
1.05pm: The first motion for debate, introduced by Cllr Fairman, looks at sewage releases into Cornish waters.
1.31pm: After a debate, the motion has been carried, and the council will now contact the secretary of state to call for greater powers to deal with sewage discharges by water companies
1.32pm: A motion calling for greater support from the council for van dwellers in Cornwall has been passed to the Cabinet for discussion.
1.36pm: The third and final motion for today is now being debated. It calls for a referendum to be held before a Cornwall Mayor is introduced.
1.55pm: An amendment calling for a decision on a referendum to be deferred until after a public consultation is now being debated.
3.15pm: The debate is still continuing as councillors continue to discuss any possible referendum on the creation of a Mayor for Cornwall.
3.28pm: The amended motion has been approved: "The decision on whether Cornwall Council should vote on whether or not to hold a referendum to decide whether the council is, in future, led by an elected Mayor, should be deferred until a report is received by Council on the outcome of the public consultation on the Devolution Deal including the requirement to have an elected Mayor."
3.30pm: Cabinet members are now taking questions from councillors
