LIVE: Cornwall Council Cabinet, Wednesday, 14 June, 2023


Cornwall Council's Cabinet committee will meet this morning with issues including plans to transform special educational need provision in Cornwall and the learning from a recent peer review by the Local Government Association on the agenda.

Plans to devolve certain assets from the council to St Ives Town Council, plus the council’s performance report for the year end of 2022/23 will also be discussed.

The meeting will take place in the Trelawny Room at County Hall in Truro on Wednesday, June 14, starting at 10am.

The SEND Transformation Action Plan has been created following a recent inspection by Ofsted, which reported that the council’s current work can ‘lead to inconsistent experiences and outcomes for children and young people with SEND’.

As well as setting out steps required to tackle areas for improvement, the plan also highlights areas where current policy works well, so that those successes can be built on.

10am: Today's meeting is now underway.


10.02am:  Cllr Linda Taylor is making her leader announcements, and concludes by highlighting preparations for Armed Forces Day in Falmouth on Saturday, June 24.  She tells the meeting:  "We are expecting more than 100,000 visitors on the day itself, with entertainment on offer including military parades, the chance to look around a Royal Naval frigate, air displays including the Red Arrows and music and entertainment throughout the town.

"Cornwall has a deep connection with our military services, and it is a wonderful opportunity to say thank you for all they do.  I hope to see many of you there."


10.06am:  We now move onto public questions.  The first, which looks at potential space launches from Newquay, appears to have misunderstood the current plans in place at Spaceport, and is informed that any future plans will be regulated by the Civil Aviation Authority.


10.10am: Cllr David Harris, deputy leader and portfolio holder for resources, introduces the Council Performance Report for 2022/23.


10.15am: Cllr Harris thanks everyone at the Council for their work to allow this report to be able to show savings of more than £54 million made, while achieving a budget underspend.


10.18am: Councillors are now being given the opportunity to ask questions on the report.


10.29am: The report is approved unanimously by the Cabinet


10.30am: The Cabinet is now looking at the proposed transfer of a number of assets from Cornwall Council to St Ives Town Council, delivered as part of the council’s ongoing commitment to devolution.


10.31am: Cllr Carol Mould, portfolio holder for neighbourhoods, says this is the largest devolution plan seen in Cornwall, and tells colleagues it should be welcomed.


10.33am: Cllr Andrew Mitchell, the local member for St Ives, welcomes the plans, saying they demonstrate what town and parish councils across Cornwall are able to do. He says well done to all involved.


10.35am:  The devolution plans has been approved unanimously by the Cabinet.


10.36am:  We now move onto the Peer Challenge Review carried out by the Local Government Association.  Cllr Linda Taylor tells her colleagues that the review's findings are broadly positive, but that there are a number of recommendations that the review suggests should be undertaken.


10.40am: Chief Executive Kate Kennally welcomes the report, saying it comes at a time that the authority is striving to implement its findings at the heart of its work. 


10.43am: The Cabinet has approved the findings of the peer report, including the recommendations for actions.


10.44am: The final agenda item for today, the SEND Transformation Action Plan is being introduced by Cllr Barbara Ellenbroek, portfolio holder for children and families.


10.53am: Cllr Ellenbroek emphasises to the meeting that this report is all about 'our children, and our future'.


11.04am:  The agenda item is approved unanimously, and concludes proceedings for today.
