Please note that certain exemptions may apply, including but not limited to:
Private pet owners who are not running a business or making a profit
Informal pet re-homing where no payment or profit is involved
Animals cared for by recognised rescue or re-homing organisations
Temporary arrangements that are being managed under veterinary supervision
Businesses that already hold a valid licence and are operating within its conditions
If necessary, authorised officers may investigate by:
visiting and inspecting premises
speaking with complainants, witnesses, or licence holders
checking licensing records and other relevant documents
working with organisations such as the RSPCA or Environmental Health
looking into reports of unlicensed animal-related activities
