Licensing compliance


The Council's Licensing Compliance Team is dedicated to promoting public safety and ensuring a fair trading environment for businesses across Cornwall. We enforce a wide range of legislation in various areas, including:

  • Licensed Premises: Regulation of pubs, clubs, bars, restaurants and late night refreshment venues.
  • Taxis and private Hire vehicles: Oversight of drivers and operators.
  • Gambling Premises: Management of betting shops and casinos. 
  • Caravan Sites: Regulation of residential and holiday sites.
  • Street Trading Permits: Regulation of permits for street vendors.
  • Pavement Cafe Licenses: Licensing for outdoor dining areas.
  • Licensable Animal Activities: Regulation of activities involving animals.

Our team provides valuable advice, guidance and support to help businesses and individuals comply with the law.

Enforcement Action

We follow Cornwall Council's Public Protection Enforcement Policy where enforcement action is necessary.

Making a Complaint

Your complaint must be made in writing.

You will need to provide relevant supporting information.

Our policy is to keep all personal information that we hold about you confidential. This includes details such as your name and address. If a case goes to a Council Committee or to court you may be required to give evidence. However, many cases are resolved informally before legal action is taken. 

We cannot investigate complaints that fall outside the scope of licensing legislation. we will not address complaints which are deemed frivolous or malicious in nature.

This may include:

  • Activities that you believe require a licence
  • Other licensable activities

Relevant information:

  • The activity that you wish to complain about
  • The time, date and location of the activity/incident
  • The reason that you feel this activity was in breach of a licence/legislation
  • Your name, address and contact details
  • A brief description of the incident, including persons involved
  • Have you complained to anybody else about this issue, such as the licence holder, staff, management or business that may hold the licence or other agencies such as the police? If so, please supply any details you are able to in relation to this complaint.
