The Good Growth Plan is the Economic Strategy for Cornwall. The plan takes a new approach. It identifies the need for Good Growth and a partnership approach.
This plan sets out Cornwall's future economic opportunities and identifies priority investments. Cornwall's economic sectors fit into three groupings:
- Distinctive
- Core
- Foundational
Distinctive sectors are those in which Cornwall has unique strengths. Core sectors are those at the heart of Cornwall's economy. Foundational sectors are the building blocks of the economy.
The sector groupings are set out below:
- Distinctive: Minerals, Renewables, Space and Marine.
- Core: Visitor Economy, Agri-Food and Creative and Cultural.
- All other sectors are deemed foundational sectors.
The plan also identifies key good growth investment opportunities across the three groupings. Investments in the 5G network, or our ports and harbours being examples. The most critical challenge remains the constrained distribution and transmission grid. Infrastructure continues to hold back the net zero potential of the Cornish economy.

It is ultimately our ambition for Cornwall to play a leading role in reshaping the economy of the UK over the next 10 years.
