Road adoptions Coronavirus notifications

Please read our information on how we are supporting residents and businesses, as well as information on affected services.


Due to the ongoing covid-19 situation we are all working from home with limited access to the office. Where possible please send any communications via email. Please either send to your case officer or email highways-estates@cornwall.gov.uk.

For large documents (up to 4gb) there is the option to upload these via Egress Forms. Please note that we are unable to download documents from third party servers.

General enquiries

We will respond within 10 working days. Please wait at least 10 working days before chasing your enquiry.

Highway status enquiries

We will provide information where this is available electronically. We will respond within 10 working days.

If we are able to provide an expedited service of 48hrs from payment, we will let you know. If we cannot provide an expedited service, please wait 10 working days before chasing. 

It may take longer for us to supply information held in our offices and archived information. You will receive further guidance once we have assessed your application.

Stopping up applications

Applications are being accepted. It may take longer than usual to process your application and carryout consultations. It is likely that stopping up orders will take at least 12 months from application. This may be longer depending on court date availability.

Section 38/278 technical approval

The processing of new Section 38 and Section 278 applications has recommenced. Please submit your application by email, Egress or SharePoint. Please post one paper copy of each plan to our Bodmin office. We will contact you to arrange payment of your initial application fee.

We will assign to an officer when we have received the fee and all documents.

The officer aims to provide technical comments within 6 weeks. Responses to further submissions will take approximately 4 weeks. Delays may occur due to limitations of working from home. Your case officer can update you on individual applications. Please factor in extra time for the technical approval process. We would suggest that you make applications early.

Advance Payments Code

Under the legislation serving of APC notices will continue as normal. Where contraventions occur we will consider the commencement of prosecution proceedings.
