How do I Apply for a Bus Pass?
Due the current Covid-19 restrictions, our colleagues within the Libraries will be unable to assist with Bus Pass applications until further notice. Please use our online application process to apply for or replace your bus pass. Alternatively, contact us using the telephone number provided on this page to obtain a postal application form. We are sorry for any inconvenience this may cause.
If you are entitled to claim your state pension (or up to 28 days before this) or disabled you may apply for either a Senior Bus Pass (blue stripe) or a Disabled Bus Pass (orange stripe). Both cards entitle the holder to the same concession.
Other ways to apply
Please be advised that we are unable to use photographs that are part of any official documents, for example, passports or photo driving licences, this is mainly due to copyright. If you are applying for the first time you must supply a separate head and shoulders photograph, or we are able to accept 'selfies' as long as they are clear and of good quality.
If you are unable to apply online, you need to complete and sign the application form and submit it with your evidence of eligibility/age, your National Insurance Number and proof of address. Please do not send original documents as we cannot guarantee being able to return them.
Through your Local Library - National Concessionary Bus Passes are quick and easy to apply for online. If you do not have access to the internet they can be processed Monday to Friday during normal opening hours at some of our Libraries. (Find your nearest participating Library on our website). Take your application form, National Insurance Number and evidence.
Please Note: If you are applying for a Disabled pass through the library you will need to bring a passport style photograph as your application pack will be sent internally to be evaluated. If you are applying for a Senior pass through the library a photo will be taken of you as part of the process.
When applying for a pass you will need to show one proof of your address and provide proof of your eligibility / age. Please do not send original documents as we cannot guarantee being able to return them.

Please bring one of the following:
- Bank statement
- NHS medical card
- Benefit book / letter
- Council tax bill
- Photo driving licence
- Optical / medical prescription counterfoil
- Utility bill
Proof of eligibility
To prove that you are eligible for a bus pass please bring one item from the category that you are applying under. Please visit out Eligible Categories page or download the Eligibility criteria for bus pass document to find out which category is relevant to you. Please make sure that you have included the correct in date evidence with your application otherwise your evidence will be returned which will delay the process.
My application was returned - what do I do?
If your application was returned it would have been sent to you with a covering letter. On the reverse of this letter is the list of evidence we would be looking for in the category of pass that you applied for. If you are unable to supply any of this evidence, you can check the website for further details about the other categories.
You are welcome to re-apply to us. Please remember to submit all documents and your photograph again, including any new evidence, as one application pack. Any applications sent in parts may not be considered.
Data Protection Fair Processing Notice
The details you provide will be used primarily with your claim for Concessionary Bus Pass; however we may share the data for the prevention and detection of fraud with departments and organisations responsible for auditing or administering public funds - such as Council Tax. In accordance with the Council’s Record Retention Policy, the information you provide will be retained in a secure environment for a maximum of five years, after which it will be destroyed in a secure manner.
