Pay On Exit Car Parks

Cornwall Council is introducing Pay on Exit technology in 12 of its major car parks to make it easier for customers as well as support local economies. Each of these car parks will have barrier controlled access and exit with ANPR (Automatic Number Plate Recognition) cameras at the entrance and exit that will record the number plate of the vehicle and time of arrival.

  • Millpool, Looe
  • St Georges Road, Newquay
  • The Manor, Newquay
  • Link Road, Padstow
  • The Island, St. Ives
  • Trenwith, St. Ives
  • Garras Wharf, Truro
  • Moorfield, Truro
  • Old Bridge Street, Truro (max stay 3 hours no return within 3 hours)

These are cameras that record and recognise a vehicle’s registration number. Only the registration number is captured by the camera and that information is then used to calculate how long the vehicle has been in the car park and how much is due to be paid.

Drive to the barrier at the entrance to the car park, take a ticket from the machine and wait for the barrier to rise to allow you to enter the car park.

When you arrive at the entrance barrier you need to take a ticket. Cameras at the entrance barrier will also record your number plate and time of arrival. When you leave the car park, the system will work out how long your vehicle has been in the car park.

There may be a small number of occasions when the cameras are unable to recognise a vehicle. Should this happen, press the intercom button at the car park exit points. They'll connect you to an operator who will be able to assist you.

Payment for your parking is made at the end of your stay and you can pay at the pay station by either cash or card, or via the JustPark app (see below).

Present your ticket with the barcode facing the glass panel and hold in place until the barcode has been read. The system will then calculate the length of your stay and how much you need to pay.

If you require a receipt for your payment by cash or card, please follow the on-screen instructions before you make your payment.

Follow the instructions on screen and make your payment. If you pay by cash, check the refund tray for change. If you’re paying by card, follow the instructions on screen. Once payment is made your ticket is validated and you may drive to the exit barrier, insert the car park ticket into machine which will keep the ticket. Wait for the barrier to rise then leave the car park.

Yes, the pay stations accept 10p, 20p, 50p, £1, £2 coins and £5 and £10 notes and will give change.  

Yes, if you have a smartphone.

Please ensure that you are on the latest version of the JustPark App

  • Standard payments using your smartphone. When you arrive at the entrance barrier you will need to take a ticket and then park. At the end of your stay, you can login to the JustPark App. Use your mobile phone to scan the barcode on the ticket issued to you when you entered the car park. You can then pay for your parking and your ticket will be validated. As you leave the car park, enter the ticket into the machine beside the exit barrier to exit the car park. If you do not have a smartphone, please pay at the pay station by either card or cash.
  • Pre-paid JustPark multi-use sessions. If you have pre-paid multi-use sessions on JustPark and wish to redeem one of those sessions, please select the appropriate multi-use ticket as the payment method on the JustPark App. You will need to take a ticket on entry, scan the barcode on the app when you are ready to leave and one of your multi use sessions will be used as the payment method. You will be able to exit the car park by entering the ticket into the machine beside the exit barrier.
  • Season tickets and Rover tickets purchased via JustPark. Your number plate will be recognised by the Automatic Number Plate Recognition (ANPR) cameras. The barrier will open automatically for you both on entry and exit. There is no need to take a ticket.

There is no charge for registration number changes for Season or Rover tickets purchased via JustPark.

If you drive in and are unable to find a space, there is a short period of time where you can get back out without needing to pay. This period is long enough for a circuit of the car park to see if a space becomes available, but not long enough to sit and wait as you may do in a traditional pay and display car park. If you decide to sit and wait but still do not find a space, when you do leave, you will be charged for your stay in the car park from the time of entry.

There is a short period of time where you can access the car park to drop off re-cycling and you are able to get back out without needing to pay.

There is an intercom button on the machine, please press this and you will be connected to an operator who will be able to assist you.

Please note that a £10 administration fee is payable for any changes. (This can take up to ten days so we need to be notified in advance of when you wish to park).

Please also refer to the terms and conditions of your Season ticket for the full list of car parks that can be used as Moorfield and Old Bridge Street car parks are not included within the eligible car parks.

If you are already registered you will be able to park for free as in any Cornwall Council Pay and Display car park. You do not need to re-register your vehicle details for these Pay on Exit car parks as we have automatically put them on our new system.  You only need to re-register for your Disabled Exemption when your current registration expires.

It is important that you notify us immediately of any vehicle registration number changes should you change your vehicle.  Please provide proof of your new nil/disabled tax entitlement to allow your exemption to continue. For vehicle changes contact parkingpermitenquiries@cornwall.gov.uk. This can take up to ten days so we need to be notified in advance of when you wish to park.

Blue Badge holders who have a specially adapted vehicle are asked to register their vehicle by calling 0300 1234 222.  A registration form, including the relevant terms and conditions will be sent to the applicant. Proof of a recognised vehicle adaption and a copy of the Blue Badge must be supplied as part of the registration process. This can take up to ten days so we need to be notified in advance of when you wish to park.

It is important that you notify us immediately of any vehicle registration number changes should you change your vehicle, and proof of necessary eligible adaptations of the new vehicle must be provided to allow your exemption to continue. Blue Badge holders who do not drive a specially adapted vehicle or who are not registered on Cornwall Council’s Disabled Nil tax exemption scheme need to pay for their parking. In these 12 pay on exit car parks the discretionary additional free hour parking that applies in Cornwall Council pay and display car parks will no longer be available. You will need to pay for the full length of time you park.

This is because a Blue Badge holder can travel in and display their Blue Badge in any vehicle – not just a single vehicle which has been specially adapted or qualifies for free tax and so can be registered with the Council.

The discretionary additional free hour of parking is still available to Blue Badge holders in the remaining 90% of our car parks.
