'Spare Seat' Scheme

Please note that it will not always be possible to determine the availability of spare seats before the beginning of the academic year.  We ask that you do not contact Cornwall Council to seek confirmation on the availability of places during August and September as, during this very busy period, priority is given to creating the school transport network and we would be unable to give you a decision.


Where 'spare seats' are available on vehicles contracted by Cornwall Council, parents/carers can apply and pay for their child to travel.

Permission will only be granted where where there are genuine 'spare seats' available - i.e. not where absenteeism falsely indicates availability. Students will need to wait for approval from Cornwall Council before travelling- any student using the service before approval is given/ without a pass may be refused travel.

Permission to travel will only ever be granted until the end of the current academic year.  However, permission may be withdrawn with at least 7 days' notice if either of the following apply.

  • The seat is required for a student who is eligible for travel assistance.
  • The service is withdrawn.

Where permission is withdrawn, a pro-rata refund will be issued.

Please note, there is no right of appeal for students who are refused travel through the Spare Seat scheme.

  • Attending their nearest school with a place available (or designated school).
  • Live within statutory walking distance or for whom transport is being requested from an additional address (i.e. they are already eligible for home to school transport from their primary address).
  • Are not in receipt of free school meals, nor are their parents/carers in receipt of their maximum level or working taxi credit.
