Acceptable Use Policy for Computer Facilities

Cornwall Council provides computers for the use of the public, these are configured to allow internet browsing and basic functionality. The configuration of these machines is suitable for this use and should not be altered in any way. This would include, but is not limited to, the connection of any device which permits the use of operating systems, applications or other software or hardware not provided or explicitly authorised by the Council. The Council does not guarantee the transfer of data speed.

The PCs have software designed to prevent access to unsuitable internet sites although there is no guarantee this will work in every instance.

The Council records Internet browsing activity and routinely monitors the data for inappropriate activity which contravenes this policy. For this reason Internet browsing activity carried out on the Cornwall library service’s computers or Wi-Fi connection cannot be deemed to be private.

  • Any person may use an Internet connection provided in libraries on payment of the current fee in accordance with the current membership conditions, or in line with the conditions imposed by external funding agencies. 
  • Any Cornwall Library Service membership card or visitor's ticket for this service must only be used by the person for whom it was originally intended. 
  • Cornwall Council cannot accept any liability for any loss or damage resulting from the use of material available and no liability is accepted for any inaccuracies in the information provided through this medium.
  •  We do not accept any responsibility for transactions carried out by the public.

 It is not acceptable to use computers in a library for any of the following:

  • The creation, transmission, downloading or printing of any offensive, obscene, pornographic or indecent images, data or other material, or any data capable of being resolved into pornographic or indecent images or material.
  • The creation, display or transmission of material which is designed or likely to cause annoyance, inconvenience, unnecessary anxiety, threats or the promotion of violence. 
  • The creation, display, downloading or transmission of defamatory or discriminatory material especially anything likely to promote religious or racial hatred. 
  • The transmission or downloading of anything other than copyright free material. 
  • The transmission of unsolicited commercial or advertising material. 
  • Deliberate unauthorized access (i.e. "hacking") to any facilities or services accessible on the network. 
  • Deliberate alteration of the configuration of the Operating System, Applications or BIOS of the PC. 
  • The use of any software or hardware device which would facilitate the use of any operating system other than that installed on the PC. 

Deliberate activities with any of the following characteristics:

  • attempting to introduce a computer virus
  • attempting to corrupt or destroy data
  • disrupting the work of other users
  • wasting staff time e.g. unauthorised tampering with hardware or software
  • attempting to install or download any software on the hard disc of the PCs

It is the responsibility of the registered user to take all steps to comply with the conditions of Acceptable Use. If there is any doubt staff should be consulted.

If staff are in doubt about a user's intentions they will be entitled to ask that user to cease using the Council's computer facilities.

If any of these conditions are ignored the user will have his/her registration/membership suspended and may forfeit any deposits/joining fees that may be in force at the time.

Illegal or unlawful violations of these conditions or activities resulting in loss or damage to the Cornwall Council may be referred for legal action or to the police.  It is preferable for misuse to be prevented, and Cornwall Council will take appropriate measures to ensure proper use is made of the facilities.
