Cornwall has always led the way in shaping public services to meet the challenges of the future. Formed in 2009, we are one of the largest unitary councils in the country with annual revenue expenditure exceeding £1 billion, alongside a capital budget of £1.2 billion.

The Council has established a reputation for innovation, evidenced by being the first rural authority to secure a devolution deal and establishing Britain’s Leading Edge collaboration of peripheral authorities all seeking to tackle funding inequality. The Council is also proud to ‘stand-up’ for Cornwall’s residents, whether it be for fairer funding, a more equal society or creating sustainable communities. The Strategy and Engagement Service is at the forefront of a range of ground-breaking policy and communication initiatives to make sure our voice is heard by Government and Cornwall’s needs are met.

As we emerge from the immediate response to coronavirus, our Stronger Together philosophy will ensure Cornwall ‘bounces forward’ from the pandemic by working hand in hand with residents, businesses and communities. We are interested in applicants who want to be part of this journey.

Our Service reports directly to the Chief Executive. It is made up of two main teams that cover a number of activities:

Communications and Engagement

The team provides strategic and effective marketing, campaigns, engagement and communication to support the delivery of the Priorities for Cornwall. The team aims to drive up reputational and trust ratings, leading to greater resident and stakeholder advocacy by delivering evidence based campaigns and marketing plans, demonstrating operational effectiveness of the Council (through brand visibility, service information and Council decisions), and explaining the Council’s aspirations for the people of Cornwall.

Strategy and Delivery

The team provides strategic leadership for cross-organisational activity including the Council’s performance framework, whilst driving forward the Council’s aspirations to be an exemplar in equality and diversity and partnership working. The team lead on promoting and enhancing Cornwall’s position nationally and internationally, setting the strategy and policy context within which we seek extra powers, and deliver and drive major programmes such as the devolution deal.
