We are a large unitary Council with annual expenditure exceeding £1 billion. We manage some of the largest range of functions across any Council. We currently spend about £700m per year on over 5,500 different types of supplier organisations. This includes a significant Council owned group of companies. The group delivers a range of functions: from an airport through to a multimillion pound investment company.

Commercial Services is a new service. It has bought together functions previously dispersed across the Council. We have ambitions to move to a top performing commercial function over the coming year. This is part of a wider transformation programme. We are interested in applicants who want to be part of this journey.  

Our Service sits within the Customer and Support Services Directorate. It is made up of four main teams that cover a number of commercial activities:

Strategic Sourcing Team

Leading on the most complex commercial activities of the Council,  it will be responsible for:

  • development of category management plans
  • sourcing strategies
  • running some of the most challenging procurements

The activities of this team will be aligned closely to the priorities of the Council’s directorates. It will be expected to support the Business Plan and Medium Term Financial Strategy of the Council. This will be through the delivery of an improved value proposition.

Operational Sourcing Team 

Leading on a bottom up approach to address the Council’s lower value, high volume ‘tail’ spend, through:

  • improved visibility
  • clearly defined management routes

This team will also make transparent the compliant routes to market to support improved customer self service. Examples could include e-market places and e-catalogues.  

Shareholder, Strategy, Policy and Performance

Leading on the setting of the organisation's Commercial framework and policies.  It will ensure that the Council has effective governance and business intelligence. This will support commercial decision making. Their work will follow the make, do buy decision in the Strategic Sourcing Team  It will develop the business case for any new Council owned entities. It will also ensure that the Shareholder (The Council) is appropriately supported throughout their lifetime.

Supplier Relationship and Contract Management

Leading on setting the organisations approach to Supplier Relationship Management and Contract Management. This team will create a consistent, directorate led, centrally supported approach to these activities across the Council. It will focus on driving up the value of these contracts throughout their lifetime. It will do this by ensuring that there is a strong emphasis on relationship building and continuous improvement.
