Changes to HMO Licensing

From 1 October 2018 the definition of a licensable HMO is changing.

A licensable HMO must have:

  • 5 or more people in residence (forming 2 or more households),
  • 3 or more storeys 
  • an element of sharing of facilities 

A licensable HMO must have:

  • 5 or more people in residence (forming 2 or more households)
  • an element of sharing of facilities

The storey count has been removed so this now applies to all properties occupied by 5 or more people including including single storey properties, bungalows and flats.
