What is the Scheme?

The Cornwall Responsible Landlords Scheme is designed to support, recognise and promote private sector landlords and lettings agents in Cornwall. The scheme aims to help those who have a responsibility for private rented housing to provide safe and well managed housing which is in compliance with housing legislation.

The Private Rented Sector in Cornwall is growing as many people find themselves unable to buy and turn to renting a home. The expansion of the sector has resulted in new investors entering the market who may not have any experience of being a landlord or a clear understanding of standards or requirements. New and emerging letting agents may not be clear on legislative requirements. This can also be said for some existing landlords and letting agents as the law when letting accommodation is complex.

Working with local housing professionals and national representatives we are aiming to support landlords and letting agents to raise the standard of management and property in Cornwall.

Cornwall has a high percentage of non-decent private rented homes so this scheme has been devised to work in partnership with landlords and letting agents to help ensure privately rented homes in Cornwall meet minimum requirements on a voluntary basis.

Both letting agents and landlords are encouraged to sign up to the scheme.

Know your responsibilities - protect yourself

Renting out a property is not always as straightforward as may be imagined.  As a landlord, you need to be aware of, and comply with, your legal obligations.  Help to protect yourself from the risk of litigation by ensuring that you run a good professional business within the requirements of the law.

Be part of a professional network

The scheme enables all landlord groups and associations to share best practice and work together to improve the quality of the private rented sector in Cornwall.

Be recognised as a good landlord

Scheme members are able to demonstrate to tenants that they are “doing the right thing”. The private rented sector is often in the press for the wrong reasons so by joining you are making a declaration that you are a good landlord which will help you distance yourself from poor landlords and rogues.

Voluntary registration V regulation

Cornwall has a higher percentage of non-decent private rented homes than the national average and the demand for decent private rented homes has increased sharply in the last ten years.  Voluntary registration can be an effective method of working with the sector as opposed to enforcing against it however for it to be effective a majority of landlords of all housing types need to register.

Access training opportunities

Scheme members will be able to access training opportunities provided by the scheme partners.

Raising standards

The scheme sets a minimum rental standard for the private rented sector. The 'Cornwall Rental Standard' generally reflects the minimum threshold the Council will accept to demonstrate legal compliance. Landlords who fall well short of the standard or chose to ignore it altogether will be more likely subject to enforcement action.

Does the scheme provide assurance of quality?

No. The scheme and its logo is not a quality assurance that a property has met the minimum standards.

Can I use the logo to promote my property?

It is our intention that all members will be able to use the logo to promote property that meets the Cornwall Rental Standard. Use of the logo by lettings agents will be subject to a review by the partnership.

What happens if properties that I let do not comply?

When you join the scheme you either confirm that the rental standard is met or commit that the accommodation will meet the standard within a reasonable timescale.

Landlords and agents who are found not to comply with the rental standard or code of conduct may be removed from the scheme.

The cost of enforcement

Reviewing your property against the rental standard could save you time and money. The cost of enforcement can be high with each hazard attracting both a notice fee and potential fine.

  • Helps to raise the standard or poor private rented property.
  • Cornwall Council and Landlord Associations are working to provide this online resource.
  • Recognises you as a professional landlord
  • Improved access to training and education.
  • Landlords, tenants and community members can enjoy the benefits of good dwelling conditions and competent management.
  • Scheme members will receive details of any funding opportunities and will be provided with information on incentives, government schemes and other financial assistance.
  • Encourage take up of good tenants, while reduces tenant turnover and evictions.
  • Disputes with tenants can be reduced and any problems that do occur can be promptly resolved.
  • Scheme members are able to distance themselves from rogue landlords/agents.

The scheme is run in partnership with Cornwall Council, The Cornwall Residential Landlords Association, The National Landlords Association, The Association of Residential Lettings Agents, The South West Landlords Association and The University of Falmouth.
