Dog fouling is high on Cornwall Council’s #Litterless agenda and thanks to the Council’s new Community Enforcement Partnership Programme we’ve been able to train Civil Parking Enforcement Officers who can now issue Fixed Penalty Notices (FPN) for littering, dog fouling and dogs on beaches, as well as for parking offences.

The number of FPNs issued has jumped from 17 in 2018/19 to 84 in 2019/20 and we’ve mounted 1,930 high-visibility dog fouling patrols since 2016. The programme has also trained 100 town and parish councils to use a new 'no contact report card' to make reporting dog fouling easier.

We plan to step up anti dog fouling activity even further over the next six months with improved signage.

Thanks to research by Keep Britain Tidy we know most dog owners (as many as 9 out of 10) pick up after their pet, regardless of whether they think anyone is watching or not, simply because it's the right thing to do.

The same research also tells us that there is a small minority of irresponsible dog owners who don't bother to pick up after their pet during the dark winter month as the cover of darkness makes them feel like no one's watching them.

But they'd be wrong!

Cornwall Council is piloting Keep Britain Tidy’s ‘We’re watching you’ anti-dog fouling campaign at hotspots across Cornwall.

You can find out more about the campaign here. It’s already reduced dog fouling by up to 75% in Portsmouth and other places, according to a Keep Britain Tidy report.

Our aim with this pilot is to see if it’s as effective here as it has been elsewhere in the country before rolling it out more widely.

The Council has paid for ‘We’re watching you’ signage and monitoring forms for 13 town and parish councils to test at dog fouling hot spots.

The signs feature a pair of glow in the dark eyes that remind thoughtless dog owners that ‘we’re watching you’.

If the campaign proves successful at the 12 hot spots,, the Council will look at rolling it out more widely, providing signage and monitoring forms to more town and parish councils and also to interested community groups.
