Removal of Recycling Banks
Cornwall Council is removing its recycling banks from 65 sites across Cornwall.
These recycling banks were put in place before we introduced our household recycling collections. Recycling is collected from every household in Cornwall every two weeks.
We are not removing banks provided by supermarkets in their car parks. We are also not removing those at our 14 Household Waste and Recycling Centres.
If you've been using the recycling banks, please:
- start using your household recycling collections or
- take your recycling to your nearest Household Waste and Recycling Centre
The Council’s Cabinet agreed to remove the banks at a meeting last year. If you'd like to know more, please read the minutes of the relevant agenda item.
We have given town and parish councils the option of taking over the management of recycling banks in their area.
We expect the removal of the recycling banks to be complete by the end of September 2020.

The decision to remove recycling banks
This decision was made as part of the Neighbourhood Overview and Scrutiny Panel inquiry into the Council’s Resources and Waste Strategy. It included a consultation with Members who are elected to represent the public. The results of this inquiry and the member decisions are available to the public via the Council’s website.
There is no appeals process as this decision was taken as a result of the inquiry and has already been approved by Members.
Removal of recycling banks
We are only removing recycling banks inherited from Cornwall’s former district councils. This is in line with what other local authorities have already done or are currently undertaking.
We are not removing the recycling banks provided by supermarkets in their car parks. Recycling banks are also located at our 14 household waste and recycling centres.
Signs will be put up a number of weeks before the banks are removed and will remain there for a period after the banks have been removed. The banks will either be reused or recycled.
We will be monitoring the sites for any recycling deposited on site after the banks have gone and will check for evidence of the owner. The sites will be checked regularly and any dumped recycling will be removed and, if possible, recycled.
Commercial waste
We found that businesses often used these recycling banks illegally to dispose of their commercial waste. All businesses should pay for commercial waste collection instead of burdening local taxpayers.
If you run a business you will need to find a commercial waste operator. Search online or ask neighbouring businesses which provider they use. Please ensure you use registered waste carriers who are authorised to collect and dispose of your waste.
Flytipping
Recycling banks are a magnet for fly tipping and other unsightly and littering. Unlike the banks in supermarket car parks or at Council recycling centres, they are rarely located in busy places. These are not staffed or checked frequently, nor under the gaze of CCTV.
Charity recycling banks
There are a number of charities who have provided banks on these sites, usually for collecting textiles. These include The Salvation Army and The British Heart Foundation. We will let these charities know that we are removing council-owned banks and why. Charities may choose to keep their banks in place or choose new locations for them.
Using the kerbside collection
Most people in Cornwall are able to use the standard kerbside recycling collection service. If you have a lot of recycling, you can order additional bags at on our recycling page. If you need help using the kerbside collection service please contact us at cornwallrecycles@cornwall.gov.uk .
