Community planning - design charrettes
In 2019 Cornwall Council undertook a Community Planning weekend, or “charrette”. This was done with the help of community planning experts. It focussed on a new vision for the future of the Liskeard’s former cattle market site. This is an interactive approach where the local residents and stakeholders are able to work with highly experienced:
- urban designers
- planners
- architects
The aim is to create a master plan which meets the ambitions and needs of the community. The process uses national and international good practice in community planning.
The Council's first charrette resulted in a community vision for the Liskeard cattle market site. It was instrumental in driving forward development proposals for this site. More information on how this project has progressed can be found on the Liskeard Cattle market page.
There are two community planning weekends or charrettes planned for 2020/21 for regeneration schemes in Bodmin and Torpoint.
Quality planning decisions
North Quay, Hayle Harbour
Planning application PA18/04577 was approved by the Strategic Planning Committee in July 2019. This was at the end of a lengthy planning process. After concerns about previous development on this site, the applicant decided to work closely with:
- the Council's planners
- the Town Council
- Historic England
- the World Heritage Site team
Together they jointly developed the scheme before submitting the planning application. This joint working approach continued as the application was processed. Advice was also provided by the Cornwall Design Review Panel and the International Council on Monuments and Sites. Positive suggestions were made by:
- the local community
- divisional members
- the Strategic Planning Committee

The end result is a high quality scheme that was supported by the community and other key stakeholders. Work is now getting ready to start on site. Further community engagement has also started. This is so that applications for the rest of the site can be submitted later this year.

Enhancing Cornwall's Dark Night Sky
The very first International Dark Sky Landscape designation was created on Bodmin Moor in an Area of Outstanding Natural Beauty. Cornwall Council achieved this with the help of Caradon Observatory and local stakeholders. It recognises and helps enhance the dark night sky over Bodmin Moor and its surroundings. It is a boost for:
- wildlife
- human health
- science
- education
- enjoyment
- tourism
- energy efficiency
We have produced guidance for any of our communities interested in undertaking a Dark Sky project in Cornwall. The guidance also includes the dark sky steps that we have taken in relation to new developments. More information is available on our Dark Sky webpage.
