Place Based Plans
This page contains information on place based plans by Community Network Areas, Town Frameworks, a Regeneration Area Plan and emerging Neighbourhood Plans.
Place based plans are used to set out an overall vision for a specific area and provide a framework for future development. They provide an additional layer of evidence for the Cornwall Local Plan: Strategic Policies document, and in doing so bring to life the proposed policies and implications of the Cornwall Local Plan for local communities. Development of these plans will give local stakeholders the opportunity to influence what the Cornwall Local Plan: Strategic Policies document will say about their place.
Fifteen towns/places have been initially prioritised for development, and Frameworks and Neighbourhood Plans for further towns and villages could come forward in the future. Neighbourhood Plans will also add detail to the Cornwall Local Plan: Strategic Policies document for local communities.

Town Frameworks and Masterplans
Town Frameworks provide a spatial strategy for the future growth, enhancement and protection of the Town for the next 20 or more years, linked to an overall vision for the town. A Member Steering Group has been established for each town which will include representatives from the Town Council and surrounding Parish Councils; plus any other local interest group that stakeholders feel is appropriate for their area. The evidence for the Town Frameworks have been compiled onto one page but more information about each town (including Masterplans) can be found using the links in the Community Network Areas section above.
St Austell, St Blazey and China Clay Regeneration Area Plan
The St Austell, St Blazey and China Clay Area Regeneration Plan sets out a broader policy for Transformational Regeneration within the St Austell, St Blazey and China Clay Area.
Neighbourhood Plans
Neighbourhood plans allow people to come together through a local parish/town council and say where they think new houses, businesses and shops should go, and what they should look like. Neighbourhood Plans are underway in many places including Bude-Stratton, Padstow, Rame, Saltash, St Blaise, St Minver, Truro and Kenwyn and Wadebridge.
