23 May 2016: N.SC.4 - Statement of Common Ground between Cornwall Council and Emery Planning. At the hearing on the housing requirement on Tuesday afternoon, the Council and Emery Planning (Mr Coxon) agreed to do a short Statement of Common Ground on the treatment of the communal population and to put forward any necessary changes to the plan consistent with factual position as to how this factor had been dealt with in calculating the OAN/requirement. Relevant participants will get an email before they see it on the web.

19 May 2016: N.SC.3 - Cornwall Council's wording proposals to address the Inspector’s request regarding Policy 8 in the light of the Written Ministerial Statement.

18 May 2016: N.SC.2 – prepared for discussion on Hearing Part 3: Employment Floorspace  Targets hearing on policy 5. This schedule of changes N.SC.1.1 takes the new changes recently suggested by the Council in N.SC.1 (in response to the Inspector and others) and puts them in the context of the Further Significant Changes published in January 2016 for the sake of clarity and completeness.  This is intended to assist discussion at the hearings. 

17 May 2016: A hearing participant has highlighted to the Council an error in the growth factor summary tables of the Cornwall Local Plan Housing Distribution document J.13). The error relates to a number of instances in the growth factor summary tables where the percentage uplift above previous build rates shown as required to meet the proposed figure for each main town has been incorrectly shown. The error relates only to that percentage and not the calculation of the past housing delivery rate, which remains correct. The recommendations for each area are unaffected by the error and remain unchanged. Table J.13.1, shows the corrected percentage uplift rates.

Savills Statement – Rep 567 – Document Number – M9.P4.2 The Inspector advises that the material relating to “Threshold for requiring impact assessment”(paragraphs 4 – 11 & Appendix 1) is not being taken into account as they relate to an issue on which no change is proposed, which was properly addressed previously and on which the Inspector has not asked  any further questions.

10 May 2016: Cornwall Further Significant Changes Habitat Regulations Assessment  April 2016 - The document numbered as J25.3 is a previous version of the HRA showing in tracked changes the amendments made prior to further discussions with NE. Those amendments then led to the creation of J25.1 (the tracked changes version of which is J25.2, based on J25.3).

9 May 2016: The Inspector has asked the Council to expand the table (summary trajectory, MCC HS 1.2) so as to have a line and figure for every item mentioned in the text, added for the various sub totals currently shown. This is to avoid any confusion as to how the figures have been collated.

12 May 2016: An amended version of the final programme has been published.  The Issue 5 Affordable housing agenda and Issue 6 Housing delivery agenda for Friday 20th May have now been published.

11 May 2016: Week 1 Agendas for MondayTuesdayWednesday and Thursday's hearing sessions have been published.

10 May 2016: The List of Documents has been updated to contain hyperlinks to all examination relatred documents.

10 May 2016: Minor corrections have been made to the Council's response to the Inspector's Pre-Hearing Questions, Comments and Instructions (MCC.HS.1) these are now highlighted yellow in the revised document, (original version MCCHS1 and revised version MCC.HS.1). These corrections are as follows: two references to modification numbers are missing and one is a different number. These are page 11 response to 6.2 second paragraph should reference Modification 12, Page 14 in response to 6.7 should refer to Modification 8 not 14 and on page 17 in response to 6.12 bullet 1 should refer to Modification 11.

The Council has now published its schedule of suggested pre–hearing changes(N.SC.1) as flagged in the Council’s hearing statement MCC.HS.1 and earlier notes (L1.CC.1 and L1.CC.1.1) but with some further amendments.

9 May 2016: The Further Written statements for the Hearings for each day of week 1 (16th to 20th May 2016) are available, together with the Final Programme for Hearings Session 2. The Council's Response to Inspector's Notes L1.ID.4, L1.ID.5, L1.ID.6 and the Agenda on Housing Need is now available.

28 April 2016: The Inspector has issued the Agenda on Housing Need for Tuesday 17th May 2016 so that interested parties can be clear as to what this particular day of Hearings will cover.

22 April 2016: The Inspector has issued his comments on Policy 26 - the list of documents has been updated accordingly.

21 April 2016: The Inspector has issued his questions on Retail and Policy 4 plus comments on policies 1 and 13

19 April 2016: The draft programme for the resumption of the Cornwall Local Plan examination is now available, together with pre-hearing questions from the Inspector and his updated guidance note. A Core document - the 'St Austell St Blazey and China Clay Regeneration Plan (J.23)' - has been added to Section J

18 April 2016: The Council has responded to the Inspector's first set of questions

7 April 2016: The Inspector has issued his first sets of questions:   1) employment floor space; 2) Policies 23, 23a and 24 and 3) Eco Communities plus addendum. The List of Documents has been updated accordingly.

22 March 2016: The Cornwall Local Plan Examination will resume at 2pm on Monday 16 May 2016 at the Atlantic Hotel, Dane Road, Newquay, TR7 1EN. Hearings will be held for the whole of that week, including Friday 20 May. Thereafter, the hearings will continue from 2pm Monday 23 May to Thursday 26 May. No hearings will be held in half term week (30 May - 3 June). If further hearings are necessary they will take place between Monday 6 – Thursday 9 June.

22 March 2016: The responses received in relation to the consultation on the Schedule of Further Significant Changes are now available to view. The List of Documents has been updated accordingly.

7 March 2016: The Public Consultation on the Schedule of Further Significant Changes to the Draft Local Plan has now closed. Responses received will be posted as soon as possible.

26 February 2016: The list of documents relating to the Cornwall Local Plan submission and examination has been updated.

25 January 2016: Cornwall Council is consulting on the 'Proposed Schedule of Further Significant Changes to the Cornwall Local Plan Strategic Policies Proposed Submission Document 2010-2030 (March 2014) and Schedule of Focused Changes (September 2014) until the 7 March 2016.

7 January 2016: The Inspector has issued advisory comments prior to consultation on proposed changes.

30 November 2015: The new evidence base for Gypsies, Travellers and Travelling Showpeople is published.

24 November 2015: Cabinet on 3 December will consider a schedule that includes only the proposed changes to the Local Plan recommended for consultation in the new year. A full version of the Local Plan incorporating these changes is available for reference purposes and convenience. The consultation will be on the schedule of changes only. In addition further new evidence has been published:

17 November 2015: the Council's Planning Policy Advisory Committee agreed the proposed changes to the Local Plan with some amendments. The document will now go to Cabinet on 3 December.

10 November 2015: the Council has concluded most of its work on the Local Plan and are recommending a number of proposed changes. These proposed changes and associated papers will be considered at the meetings of our Planning Policy Advisory Committee on the 17th NovemberCabinet on 3 December and Full Council on the 15 December. The intention is that the Council will approve a schedule of proposed changes for public consultation early in the new year.

14 September 2015: The Inspector has issued his advice in response to Cornwall's request for clarification over separate community network area policies.

13 July 2015: The Inspector has issued his 'Advice on Other Matters'

6 July 2015: The Inspector has accepted the Council's formal request for suspension.

29 June 2015: Cornwall Council has accepted the Inspector's suggestion that the Local Plan be suspended for further work and has published a proposed work programme and timetable for this further work.

11 June 2015: The Inspector has issued his Preliminary Findings into the Cornwall Local Plan following the Hearings in May 2015

8th June 2015: Note from the Programme Officer - This is to confirm that the report from the Inspector will be posted on this page on Thursday 11th June.

3rd June 2015: The Inspector gave participants at the affordable housing hearing, the opportunity to make any further comments, if they wished, on document HD.CC.06. but solely on the Table and notes. Document HD.RE.10 captures the further comments received from participants. The deadline for further comments from participants has now passed.

Version 2 of the proposed Minerals & Waste Policy Changes has been added to the Examination Library. The List of Documents (List B) has been updated.

20th May 2015: Note from the Programme Officer - This is to confirm that the July Hearings are being postponed following Wednesday 20th May discussions on Economic Need and Economic Strategy (Cornwall wide). The Inspector has indicated that he would like further work to be carried out by the Council. In light of this the Inspector will be preparing a report in order to assist the Council with this further work. By releasing this 'Note from the Programme Officer', the Inspector is trying to keep everyone informed of progress. The Inspector will not be issuing any more details until his report is published

20th May 2015: The detailed agendas for all days of hearing Week 1 are now available, and documents arising at the Hearing relating to Day 1 have been added to the Examination Library.

14th May 2015: The 'Schedule of Proposed Further Significant Changes' has been updated (version 3) and the detailed agendas for Hearing Days 1-3 are now available.

12th May 2015: The revised 'Schedule of Proposed Further Significant Changes' and the detailed Agenda for Day 2 on Housing Need are now available.

11th May 2015: The dates for Hearing Session 2 are now provisionally confirmed as commencing on Monday 27th July for two weeks, and will be held at Truro College in Truro. Further details will be provided in due course. The Final Programme for Week 1 has been amended slightly.

7th May 2015: The List of Documents (List B) has been updated to include links to the further written statements received in relation to Week 1 hearings.

6th May 2015: the further written statements for Week 1 are now available together with the list of participants.

15th April 2015: the Inspector has asked for preliminary work to be undertaken for the July Hearings.Version 2 of ID.04.1 containing a minor correction to paragraph 6 was added on 21st April 2015.

7th April 2015: The Inspector has asked an additional question in relation to affordable housing (ID.03.1) and the list of documents (List B) has been updated to include all documents submitted to date. The second set of questions for Week 1 of the Hearings have been published.
