What is the Strategic Housing Land Availability Assessment (SHLAA)

The SHLAA is a study to identify all available sites within Cornwall which have the potential for future housing development. Its primary role is to:

  • Identify available sites with the potential for housing;
  • Assess each site’s housing potential; and
  • Assess when these sites are likely to be developed.

A site's inclusion in the Assessment does not imply that it will be made available for housing or granted planning permission. The SHLAA is a technical study and not a policy document. It will identify possible housing sites and assess overall housing potential to support the development/review of the Local Plan as part of the evidence base and inform the brownfield register.

The January 2016 report refreshes the 2009, 2011 and 2012-14 SHLAA studies, collectively covering the major settlements, smaller towns and villages of Cornwall:

Site maps: The maps for all the sites included in the SHLAA are available by selecting the Environment folder and then turning on the SHLAA layers. Select the individual sites to see their reference number and location description.

An assessment of SHLAA sites potentially within the setting of the Cornwall AONB and Tamar Valley AONB has been prepared as part of the Cornwall Local Plan evidence base.

To inform the next SHLAA update (timing dependent on the Local Plan review) we are interested in hearing from you about sites in Cornwall that you would like us to consider which meet the following criteria:

  • the land must be 0.2ha or more and have the potential for at least 10 dwellings;
  • the land must be located within or adjacent to an existing settlement or in a sustainable location;
  • the land must NOT be within a designated SAC, SPA, SSSI or Flood Zone 3b and
  • the land does not already have planning permission for residential-led development.

To submit a new site for consideration you will need to complete the SHLAA and Register of Brownfield Land Submission Form and provide a map, plan or aerial photograph clearly showing the site’s boundaries. A separate form and a separate map are required for each site. Where it is not possible to complete a form in full or you are unsure as to whether the above criteria would be met, any details will be welcomed.

If you would like to provide us with an update on a site already within the SHLAA, please do so by completing a new form and including the existing SHLAA reference in the site address at question 3. If the site boundary has changed we will need an up-to-date map plus a new form. A brief explanation of any amendments would also be useful. If the site is no longer available for housing please let us know so that we can remove it from the SHLAA.

Although the timing of the next SHLAA update will depend on the timeframe for the Local Plan review which has not been finalised, Cornwall Council continuously accepts housing site suggestions for the SHLAA by email and by post. How we assess sites

Site suggestions which meet the above criteria will be assessed in terms of:

  • Suitability;
  • Availability; and
  • Achievability.

Details of sites which officers consider should be included in the SHLAA will be forwarded to a panel of individuals in the housing industry for their views before sites are officially included in the SHLAA.
