CIL Fund

Community groups and not-for-profit organisations can apply for an award of up to £100,000. The money awarded from the CIL Fund is for infrastructure projects that will help communities achieve low carbon living. 

We invite applications for bids ranging from £20,000 to £100,000. Projects must include

  • provision
  • improvement
  • replacement
  • operation, or
  • maintenance

of infrastructure to support development.

This can include, but is not limited to:

  • transport facilities
  • flood defences
  • play areas
  • open spaces
  • parks and green spaces
  • cultural and sports facilities
  • healthcare facilities
  • academies and free schools
  • district heating schemes
  • police stations and other community safety facilities

We also welcome bids for infrastructure projects that will help communities recover from the impact of COVID-19.

Please read the application guidance. This provides hints and tips for completing the application form. It also provides some useful sources of information which may help in the development of your application. You will also need to complete the Climate Change Decision Wheel Scorecard.This will help us understand the projects low carbon credentials. Guidance is also provided to help you with this. Completion of the Scorecard is a mandatory element of the application process. The assessment panel are unable to consider applications that do not include this information.

You can submit your applications from Wednesday 1 July until 5pm on Monday 19 October 2020. A panel of local Council representatives will consider all eligible applications in November 2020. Applicants will be told whether they have been awarded CIL funding in December 2020.

Applicants may need to consider State Aid liability for the receipt of CIL funding. Please see the Government guidance on State Aid for further information.
