The St Endellion Parish Neighbourhood Development Plan cannot proceed to Referendum until 6 May 2021 or the current circumstances change due to the Covid-19 crisis as set out by Central Government.

The Ministry of Housing, Communities and Local Government have updated planning guidance to set out that neighbourhood plans awaiting referendum can be given significant weight in decision-making. The implementation date for St Endellion Parish NDP is 25 September 2020.

The St Cleer Parish Neighbourhood Development Plan has been successful at examination. The independent examiner appointed was Jon Slater. 

An initial assessment of the neighbourhood plan, background evidence and representations was completed. Following this, the examiner raised a number of initial questions. The questions and response can be viewed below.

Documents:

St Endellion Parish Council submitted their plan proposal to Cornwall Council for their designated Neighbourhood Development Plan Area. It was submitted on 10 December 2019. This is in accordance with the Neighbourhood Planning (General) Regulations 2012 (as amended).

Cornwall Council consulted residents and other interested stakeholders on the plan for the St Endellion Parish area. The closing date for the consultation was extended from 3 April to 30 April 2020. This was due to the unprecedented situation caused by Covid-19. The plan proposal includes:

  • a copy of a map and statement which identifies the area to which the proposed Neighbourhood Development Plan relates
  • a consultation statement
  • the proposed Neighbourhood Development Plan
  • a local green spaces assessment report
  • neighbourhood plan appendices a – c
  • a townscape assessment, consultation statement appendices
  • a statement explaining how the proposed Neighbourhood Development Plan meets the requirements of paragraph 8 of Schedule 4B to the 1990 Act (the Basic Conditions Statement)

These were available during the consultation period. These were also made available through the online Planning Register using the Planning number PA20/000001/NDP. 

St Endellion Parish Council submitted an application and map to designation their Neighbourhood Area. This was submitted on 18 January 2013. Cornwall Council consulted residents and other interested stakeholders on the designation. The consultation ran between 25 January and 8 February 2013. Copies of the application letter and statement were made available to view during the six week consultation period. The statement explains how the Parish Council and Neighbourhood Area met the conditions of Section 61G(2) of the Town And Country Planning Act 1990.
